Duties

The Supervisory Social Worker for the Veterans Justice Outreach Programs (VJP) serves as a subject matter expert for the Veterans Justice Program and coordinates program implementation with multiple clinical services across all campus locations within VA Long Beach Health Care System; including but not limited to: Health Care for Homeless Veterans (HCHV), Social Work Service, Primary Care, and Mental Health. Reviews VA Homeless Programs Office (HPO) evaluation results and other evaluation data. Work with VA medical facilities, VISN Network Homeless Coordinators and the VHA Central Office VJP National Director to provide program oversight and take action to correct any deficiencies that are discovered. Work with quality and performance management staff to develop a quality and risk management reporting system for VJP Veterans. Review VJP critical incidents and initiate appropriate investigation and follow up activities in collaboration with VA medical staff. Provide support, guidance, and advice to VJP Specialists through regular communication, including site visits to prisons, jails and courts to facilitate mentoring and problem solving. Awareness of VJP Specialists outreach schedules and locations to ensure the safety of field-based staff. Responsible for VJP staff training, workload assignment review, and oversight of administrative and personnel management functions. Observes VJP Specialists work performance and provides informal feedback and periodically (mid-year and annually) evaluates employee performance. Conducts program analysis, development, review, research, benchmarking, and system redesign. Works individually with VJP Specialists to determine clinical workload targets based on nature of each individual position, correctly labor mapping clinical time, administrative time, and teaching time based on an evaluation of each Specialist's duties. Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, patient demographics, equipment utilization, housing, and Veterans satisfaction. Responsible for submitting reports as required by the Medical Center, the VISN, and Central Office. Administratively responsible for coordinating services between assigned programs to reduce barriers to care and increase access across multiple care lines and locations. Other duties as assigned. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met for this position. Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). The full performance level of this vacancy is GS-13. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Applicants must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the applicant or others. Position requires walking throughout the Medical Center and clinics, community agencies/court rooms, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
