Duties

WHAT IS THE COMMUNICATIONS AND LIAISON (C&L); COMMUNICATIONS; SOCIAL MEDIA DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: COMMUNICATIONS AND LIAISON (C&L); COMMUNICATIONS; SOCIAL MEDIA The following are the duties of this position at the full working level. Designs and manages web-based solutions and social media tools that are used to advance public understanding and engagement in important public policy initiatives of the Internal Revenue Service. Assists with implementation of short and long-term strategic planning in setting overall strategy of the Service's web and social media presence. Helps plan, manage, and develop projects implementing internal and public crowd sourcing elements and projects enhancing public involvement in government and in support of critical IRS initiatives. In collaboration with senior team members, develops and manages social media content, site design, development, maintenance, administration, and support services of these products. Initiates or develops the writing, production and posting of new content and social media campaigns and takes part in the overall graphic design elements of the Service's website and online elements produced by the Internal Revenue Service. Maintains awareness of Service wide policy and management initiatives and identifies opportunities to use the Internet and social media to facilitate initiatives. Consults with and supports senior management to coordinate social media content, design and presentation of these initiatives. Gathers, researches, develops and analyzes internal and external data on Agency, government and private sector use of new and social media tools; prepares and publishes data analysis reports; and provides input into system development, presentation development, accessibility, and network security to ensure complete, timely and accurate completion of social media components of Service wide initiatives. Uses a variety of resources and methodologies for collecting data (e.g., focus groups, industry information surveys and compliance research). Performs other duties as assigned. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-9 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Examples of specialized experience for this position may include: experience with communication principles, practices and techniques to develop approaches to convey information; experience with effective working relationships; experience conveying information using plain language orally and in writing to a variety of audiences; experience using a variety of social media platforms and their basic functionality (i.e., posting videos, pictures, etc.); experience assisting in gathering, analyzing, and presenting information for use by the supervisor and/or higher-level specialists in developing social media content. OR Master's or equivalent degree in any field of study that demonstrated the knowledge, skills, and abilities necessary to do the work OR Two (2) full years of progressively higher level graduate education leading to a degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR LL.B or J.D., if related. OR An equivalent amount of combined graduate education and experience. SPECIALIZED EXPERIENCE: GS-11 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience for this position may include: experience with communication principles, practices and techniques to implement approaches which effectively convey information on complex issues and policies and procedures; experience with evaluation techniques and methods to measure and evaluate the effectiveness of social media activities; experience with relationship building techniques and interpersonal relations practices to establish and build an effective working relationship of trust and mutual cooperation with IRS Social Media personnel, executives, managers, and technical experts; experience conveying information in plain language orally and in writing to a variety of audiences. OR PH.D or equivalent doctoral degree in any field of study that demonstrated the knowledge, skills, and abilities necessary to do the work OR Three (3) full academic years of progressively higher level graduate education leading to a degree in any field of study that demonstrated the knowledge, skills, and abilities necessary to do the work OR LL.M., if related OR A combination of qualifying graduate education and experience as described above SPECIALIZED EXPERIENCE: GS-12 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Examples of specialized experience for this position may include: experience with communication principles, practices and techniques to develop approaches which effectively convey information on complex issues and policies and procedures; experience with evaluation techniques and methods to measure and evaluate the effectiveness of social media activities; experience with analytical techniques and methods to analyze all aspects of media and procedures to develop appropriate content on social media channels explaining complex and sensitive issues, gaining public understanding and encouraging voluntary compliance; experience with relationship building techniques and interpersonal relations practices to establish and build an effective working relationship of trust and mutual cooperation with IRS personnel, executives, managers, technical experts and others representing diverse points of view often in the face of heavy criticism. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
