This position is located Office of the Chief Human Capital Officer, Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices from the Veterans Health, Veterans Benefits, and National Cemetery Administrations. This vacancy will close at 11:59 p.m. on that day, or in which 75 applications are received, whichever comes first.

Duties

Major Duties Include: Provides independent and sound judgement to perform complex, sensitive, project work characterized by a high degree of difficulty related to the Technical Review Management of Personnel Actions Request (PAR) within the Human Resources Management Service applicable database (HR Smart). Reviews all facets of work for Recruitment and Placement this may include other areas of HR including ER/LR, Benefits, etc. Serves as a technical reviewer for all personnel actions to include reviewing and releasing actions. Incumbent conducts a thorough review on personnel actions as assigned to ensure the actions are in adherence with all regulatory and legal requirements. Ensures data fields on personnel actions are coded appropriately, to include verifying the correct nature of action and legal authority codes are being utilized. Reviews personnel actions to ensure employee data is accurately captured, e.g. Veteran's preference, tenure, FEGLI, annuitant indicator, pay rate determinate, retirement plan, service computation date, work schedule, etc. Reviews personnel actions to ensure position data is accurately captured, e.g. position type, FLSA eligibility, appropriation code, bargaining unit status, duty station, etc. Incumbent will review grade, step, and salary on personnel actions to ensure all pay setting laws and regulations are adhered to for all positions. Ensures all appropriate remarks and follow up codes are processed according to policies. Incumbent reviews employees Electronic Official Personnel File (eOPF) in order to verify the legality and accuracy of processed actions. Generates queries and reports from various computer systems as needed to retrieve information for data verification. Other duties may be assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024. GS-13 Qualifications: Time in Grade Requirement for the GS-13 grade level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). You must submit an SF-50 showing you meet the time in grade requirement. Example SF-50s include promotions and step increases. any other SF-50 may not show you meet the time in grade requirement. Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience was gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience applying technical reviews, practices, laws, and regulations; advising managers on routine processing action issues and providing advice and guidance; processing and serving as a quality reviewer of personnel actions, ensuring accuracy and completeness. OR Criteria 2- Specialized Experience: at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience was gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Providing technical review for actions submitted in HR Smart, experience updating data on the position management side of HR Smart. Ability to conduct a through review of various actions and make complex corrections for any errors found. Experience applying a standardized body of HR rules, procedures, and operations; responding to inquiries and answering routine questions related to human resources issues; maintaining a HR database to track information and extract data. You will be rated on the following Competencies for this position: Database Management Systems Problem Solving Quality Management Research Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary.
