The incumbent in this position serves as the Outpatient Specialty Supervisory Program Coordinator providing clinical and administrative oversight of staff including, but not limited to, the Intimate Partner Violence Program (IPVAP) Coordinator, Dialysis Social Worker, Oncology Social Worker, Health and Behavior Coordinator, WHISE Social Worker, Home Based Primary Care Social Work and oversees the Advanced Care Planning via Group Visits program.

Duties

Major duties include: Establishes guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Monitors performance measures at the local, VISN, and Central Office levels. Adheres to and ensures compliance with federal, state, and local directives, policies, operating procedures, rules and regulations, accreditation, and certification standards include adherence Commission on Accreditation of Rehabilitation Facilities (CARF) and The Joint Commission. Provides training, consultation and education to VA staff as well as community agencies on VA policies concerning Advanced Care Planning. Participates in and leads/co-leads project activities and process improvement projects in the hospital and will be expected to complete the Yellow Belt process improvement within two years of the assignment to position at SAVAHCS. Organizes, prepares, and/or obtains reports for the assigned programs for the Medical Center Director, leadership, Central Office, and other necessary and appropriate entities. Develops and monitors standards of clinical practice/standards including development of practice guidelines, competencies, manuals, and guides to professional practice using data, research, and evidence-based practice. Serve the Medical Center and social work profession in a variety of capacities, such as committee, unit councils, workgroups, special assignments, or other duties as assigned that are necessary to meet program goals and VA Mission. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Proficient in spoken and written English as required by 38 U.S.C. 7403(f). Hold a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in social work. Licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Social Worker (Program Coordinator) Licensure: Must be licensed or certified at the advanced practice level, and able to provide supervision for licensure. GS-13 ASWB Examination: Must have completed and passed the Association of Social Work Boards (ASWB) advanced generalist or clinical examination. GS-13 Social Worker (Program Coordinator) Experience: Must possess one year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Serving as the sole practitioner in a specialty program and typically provide direct patient care services in the program area; oversees the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics; may be responsible for the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery; provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. GS-13 Social Worker (Program Coordinator) Knowledge, Skills and Abilities: In addition to meeting the licensure and experience for the GS-13 level, you must possess the following Knowledge, Skills and Abilities: Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
