This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Supervisory Intelligence Research Specialist, you will be serve as the Director for the Threat Assessments Division within the Counterintelligence Directorate (IN-20) with the responsibilities for strategic counterintelligence analysis and supporting the Associate Deputy Director.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
As a Supervisory Intelligence Research Specialist, you will:
Provide expert technical management, evaluates, plans, coordinates, controls and directs counterintelligence (CI) operations and countermeasures regarding all intelligence and intelligence related policy, goals, objectives and procedures.
Plan, coordinate, research and conduct national-level assessments or studies and open-source collection in order to provide value-added contributions
Provide all-source Strategic CI analysis; counter-intelligence vetting, and intelligence support to the Committee on Foreign Investment in the United States (CFIUS).
Assess CI risk from all foreign engagements with DOE, identify threats to targeted technologies within the DOE/NNSA enterprise; and manages DOE's IC input to the Committee on Foreign Investment in the United States (CFIUS).
Assign work to subordinates based upon priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Requirements

- First time supervisors will be required to serve a 1-year probationary period.
- New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
- This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
- The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 4 days per pay period.
- Limited telework may be available based upon mission requirements of the position.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- This position is not included in a Bargaining Unit.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following
Leading analytical threat assessments and studies to generate comprehensive reports on sensitive matters related to foreign intelligence threats.
Utilizing all available intelligence information from multiply agencies and open sources for research and analysis.
Preparing briefs and provide timely recommendations to senior officials concerning the foreign intelligence threats to the agency.
Offering guidance in the research and analysis initiatives by working with the program offices to reduce risk from foreign targeting of advanced and emerging technologies.
