This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Supervisory Intelligence Research Specialist, you will be the recognized authority in coordinating, researching, and conducting national-level assessments and studies addressing complex issues relevant to Departmental leadership.

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. As a Supervisory Intelligence Research Specialist, you will: Serve as the Chief Intelligence Analyst for DOE strategic Counterintelligence (CI) matters and provides subject matter expertise regarding adversary utilization of foreign intelligence services and non-traditional collectors to target Department of Energy (DOE) personnel, facilities, and science and technology (S&T). Manage the DOE Counterintelligence (CI) analysis program to ensure team members address critical customer requirements related to foreign intelligence, international terrorist, and technical collection threats to DOE personnel, S&T, and facilities, as well as US critical energy infrastructure, and that assessments comply with relevant DOE guidance and Office of the Director of National Intelligence directives Oversee employee performance and provide advice, counsel, or guidance on work, administrative matters, and broad programs and policy guidance through discussion of program goals, national and DOE operations, and policies affecting the direction of Office of Intelligence and Counterintelligence (IN). Collaborate with other Intelligence Community (IC) agencies to develop joint analytic products, coordinate on key judgments, and limit redundant analytic efforts. Represent DOE CI's analytic positions via briefings or written products to senior leadership and to senior U.S. Government and Congressional officials.

Requirements

  • If selected, your appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • First time supervisors will be required to serve a 1-year probationary period.
  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 4 days per pay period.
  • Limited telework may be available based upon mission requirements of the position.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Unit.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following Overseeing the distribution of completed tactical and strategic analyses created by analysts for sharing with leadership and external organizations. Preparing written assessments and documents, including reports, national security studies, and policy recommendations to tackle threats related to foreign intelligence, international terrorism, and technical collection. Presenting briefings to communicate ideas, facts, conclusions, estimates, or projections to senior management." Monitoring performance metrics or feedback mechanisms to ensure that analytical output aligns with customer requirements. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
