Duties

This position requires military membership in the Puerto Rico Air National Guard (PRANG) Selected applicant(s) will be required to complete an online Onboarding process.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation. Possess or be able to acquire a SECRET security clearance.
  • May be required to successfully complete a probationary period.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Technician Enlisted members employee's (NG T32/NG T5) within the Puerto Rico Air National Guard. Area 2 = All indefinite Technician Enlisted members employee's (NG T32/NG T5) within the Puerto Rico Air National Guard. Area 3 = Enlisted currently serving members of the Puerto Rico Air National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As a IT SPECIALIST (CUSTSPT) (D2182P01), GS-2210-11, you will be responsible for providing voice, data, wireless, Communications Focal Point (CFP) and information security services provided to the Wing, supported Geographically Separated Units, and Tenants. The incumbent specializes in one or more of the major information technology (IT) and/or communications systems/functions managed and maintained by the Unit - network infrastructure, wireless systems, voice systems, and CFP operations. The purpose of this position is to serve as a customer support specialist performing work involving analytical and evaluative duties related to classified and unclassified information technology networks and/or cyber system with primary knowledge requirements of information processing methodology, information technology, telecommunications systems, computer capabilities, processing techniques, IT trouble ticket management, and data communications. PHYSICAL DEMANDS: Work is administrative in nature with no special physical demands. There is a requirement to walk, stand, bend, and carry light items. WORKING ENVIRONMENT: Work is performed in an office setting involving everyday risks or discomforts that require the normal safety precautions. The area is adequately lighted, heated, and ventilated. Visits to production areas are infrequent and relatively free of hazards. SPECIALIZED EXPERIENCE: Applicant must possess at least THELVE (12) months of specialized experience at the next lower-level GS-09 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as managing the assigned IT/communications environment with privileged access at the network level for the Wing, Geographically Separated Units, and Tenants; planning, coordinating, installing, and continuously analyzing system design, hardware and software; developing, recommending, and installing solutions and upgrades of all components of the assigned system; providing Information Assurance systems support for all disciplines of information security/information assurance policies, principles, and practices; performing system audits within the network environment; serving as a focal point of the assigned IT/data systems/functions, voice and wireless systems to support mission requirements of Wing, Geographically Separated Units, and Tenants; analyzing, managing, and directing installation of any new hardware or software introduced into the environment in relation to the organization's business requirements; performing testing, troubleshooting, correcting problems, and distributing workload relative of system components; providing proactive consultation and instruction with system users and technical specialists; assessing and mitigating security vulnerabilities of installed system hardware and software; providing customer technical assistance and support for all users; providing ongoing technical support to customers of equipment and programs and to preclude undue; assisting in solving problems associated with delivery of hardware and software orders; providing management with information necessary in automating work processes; determining customer requirements and assisting customers by recognizing and analyzing trends and providing instruction and orientation services; identifying and documents system requirements for specific needs of customers; coordinating frequency needs with command level spectrum management office; installing, maintaining, and repairing hardware devices supporting a broad range of information and communications systems. NOTE: Appointee must be certified IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and obtain Information Assurance Technical Level II (IAT II), IAW current AF directives within 24 months of the appointment.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A 4-year course of study leading to a bachelor's degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience.

One full year of graduate level education or superior academic achievement in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 12 months of specialized experience.

A masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 24 months of specialized experience.

A Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 36 months of specialized experience.

Undergraduate or Graduate Education: Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
