Duties

This position requires military membership in the Puerto Rico Air National Guard (PRANG) Selected applicant(s) will be required to complete an online Onboarding process.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Excepted Civil Service Technicians are required to maintain a AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must be able to maintain TOP SECRET security clearance.
  • Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and Special Experience Identifier (SEI) 264, Information Assurance – Technical Level II (IAT II), IAW current AF directives.
  • THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION; WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M
  • Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Prior to appointment, an applicant’s military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test.
  • Must possess a valid PR State driver’s license to operate government motor vehicles for the state.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Technician Enlisted members employee's (NG T32/NG T5) within the Puerto Rico Air National Guard. Area 2 = All indefinite Technician Enlisted members employee's (NG T32/NG T5) within the Puerto Rico Air National Guard. Area 3 = Enlisted currently serving members of the Puerto Rico Air National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As a SUPV IT SPECIALIST (PLCYPLN) (D2173P01), GS-2210-12, you will serve as the Plans and Resources section supervisor and a senior Information Technology (IT) specialist. Analyzing requirements and establishing plans of action for improving IT applications both hardware and software; recommending adjustments to IT priorities; performing as plans and policy advisor to functional users of information technology; planning and developing methods, procedures, policies, and techniques concerning telecommunication systems and developing and interpreting policy for administering IT systems; modifying established plans and policies in response to changes in legislation or other directives; developing migration plans for implementation of new technology; serving in a liaison capacity between contractors and Air Force officials; implementing IT and communications programs and special projects; assisting with contracting functions and budget preparation in support of programs and projects; assisting management and senior specialists in developing SOW and PWS (statements of work/performance work specifications); analyzing areas of concern, identifying problems, and resolving conflicts through persuasive discussions with management and user representatives; setting and adjusting short-term priorities and preparing schedules for completion of work; evaluating work performance of subordinates; identifying developmental and training needs of employees.

EDUCATION REQUIREMENTS:
High school diploma is mandatory.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A 4-year course of study leading to a bachelor's degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience.

One full year of graduate level education or superior academic achievement in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 12 months of specialized experience.

A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 24 months of specialized experience.

A Ph.D. or equivalent, or 3 years of progressively higher-level graduate education leading to such a degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 36 months of specialized experience.

Undergraduate or Graduate Education: An undergraduate degree in Computer and Information Sciences and Support Services from an accredited college/university is desired. Completion of higher education courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; Management Information Systems and Mathematics; or, courses in business, English composition, computer software, and keyboarding is desired. A graduate degree in Computer and Information Sciences and Support Services is optimum.
