The primary purpose of this position is to manage the Simplified Acquisition of Base Engineering Requirements program to include Stand Alone/8a negotiated Contracts; prepare designs, sketches, specifications, construction cost estimates; accomplish multiple engineering discipline studies and design reviews, provide technical expertise during contract negotiations, and perform project construction management, inspection monitoring and control of all phases of design and construction operations.

Duties

Responsible for overall program management on a variety of agreements and contracts. Performs minor design work and design review for new construction, addition, alteration, repair and maintenance for real property facilities. Monitors and inspects assigned awarded construction contracts for new construction, additions, alterations, repair and maintenance of real property facilities. Serves as Contracting Officer Representative (COR) as a technical expert on the contract for the Contracting Officer (CO). Prepares and processes project documentation, special reports and correspondence related to contract projects.

  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Technical and Medical Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade (GS-08), level, pay band (NJ-02), or equivalent in other pay systems. Examples of specialized experience includes developing and preparing construction project requirements; determines and prepare scope of work such as statement of objectives (SOO) or statement of work (SOW), prioritizes projects, preparing preliminary Independent Government Estimates (IGE), project delivery schedules, programming and project supporting documents; compiling required documentation for construction projects; Initiating project funding documents and waiver packages as required. OR EDUCATION: Two full years of graduate education or a master's degree that is directly related to the work of the position.NOTE: You must submit a copy of Transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of governing civil engineering concepts, principles, practices, regulations, procedures, instructions, functions, operations, program requirements, and work methods; practical knowledge of engineering disciplines and architecture, and ability to estimate construction costs. 2. Knowledge of engineering and construction standards, practices, methods, techniques, costs, materials, trades and crafts, and equipment, and with standard contracting procedures, regulations, and practices. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. 4. Knowledge of health, safety and environmental requirements as outlined in applicable regulations. 5. Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guidelines materials and in conducting studies and investigations, problem analysis and developing logical and documented recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
