Duties
As an Apprenticeship and Training Program Specialist, your duties include, but are not limited to, the following:
Takes a leadership position by independently stimulating and persuading State, and national organizations, management and labor, and other groups/individuals to actively support registered apprenticeship and other worker training programs and the implementation of national-level training plans, standards, and programs which will have application throughout the industry or that portion of the industry concerned.
Provides leadership in formulating methods for getting results through cooperative efforts.
Serves as a senior level program expert and authoritative consultant including leading and providing technical assistance and resource management support for key apprenticeship DEIA/EEO/APR/EAPR and training activities for staff and sponsors.
Maintain awareness of and become familiar with the key information as it pertains to DEIA/EEO/APR/EAPR including key challenges, top in-demand occupations, programs, sponsors, success stories, best practices, legislation, tax credits and other incentives, upcoming programs, and partners (RTI providers, Federal Agencies, grantees, and contractors etc.).
Administers and monitors working conditions related to national guideline material.
Supports OA goals to increase the number of active apprentices in emerging and/or non-traditional industries (i.e., non-construction) through direct engagement with existing and prospective apprenticeship sponsors, Registered apprenticeship development, facilitating partnerships with industry, non-profit, and education partners, including minority owned businesses, minority professional trade organizations, and minority serving organizations (MSIs) that build apprenticeship programs.
Conducts a comprehensive analysis and evaluation of DEIA/EEO/APR/EAPR as it pertains to registered apprenticeship programs to determine the extent to which sponsors are compliant with EEO requirements.
As a technical expert in Equal opportunity, Diversity, Equity, Inclusion, and Accessibility in Apprenticeship, provides technical assistance to registered apprenticeship program sponsors and other employers' seeking assistance in the development of other worker training programs that help address their workforce development needs.
Identifies and conducts studies for the resolution of systemic issues or multi-area crises, as well as the development of revised guideline material for utilization area or industry wide.
Disseminates information to key stakeholders and connects stakeholders, OA staff, and the public by creating, and convening industry work groups, attending and hosting virtual and in-person apprenticeship events, including Accelerators to connect with industry stakeholders, including current and potential program sponsors.
Develops and applies new methods and techniques to achieve agency goals and solve problems where existing guides are largely inapplicable.
Negotiates acceptable agreements to resolve conflicts and controversial disputes. Elicits support of program officials, customers, and other concerned parties.
Requirements

- Requires a probationary period if the requirement has not been met.
Qualifications
The Apprenticeship and Training Series, GS-0243, has basic requirements for positions covered by this standard. Applicants must meet both the basic requirements (IOR) and Specialized Experience for the specific grade level to qualify.
Individual Occupational Requirement (IOR):
Specialized Experience (for positions above GS-5): Experience in the development or administration of apprenticeship programs or other occupational training programs involving the systematic development of worker skills on the job. This experience must have demonstrated:
Knowledge of the functions, purposes, and practices of apprenticeship or other industrial training; and understanding of the knowledge, skills, and techniques involved in the practice of apprenticeable trades;
Knowledge of the practices, operations, and content of occupations in one or more fields;
Knowledge of training methods and related worker utilization practices for the improvement and better use of workers' skills; and the ability to apply this knowledge in identifying work force and training problems, analyzing such problems, and advising on their solution;
Understanding of industrial relations problems and practices and of the traditions and attitudes of labor and management in relation to programs involving apprenticeship or other training on the job; and
Ability to deal effectively with management, labor, and other appropriate officials on training matters.
Examples of qualifying specialized experience include:
Working member of a functioning joint apprenticeship committee.
Employer training official or officer of a union or trade association whose duties included the development or administration of an apprenticeship program or other industrial training program.
Coordinator or director of a training program for apprenticeable occupations or other training activities.
Training representative or administrator in the field of apprenticeship, working with labor or management.
Vocational teacher or instructor in an apprenticeable occupation.
GS-7 and above: There is no education substitution in lieu of Specialized Experience.
In addition to meeting the IOR basic requirements described above, for the GS-13 grade level:
You must meet the "Specialized Experience" to qualify for Apprenticeship and Training Program Specialist as described below.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service or equivalent pay.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying Specialized experience for GS-13 must include 3 of the 4 following statements:
Experience providing recommendations and/or technical assistance involving major changes or new policy, to ensure consistency with the agency objectives and policies;
Experience in developing, revising, or interpreting guides for application to apprenticeship or other workforce training programs;
Experience reviewing and/or analyzing a variety of issues involving registered apprenticeship or other worker training programs;
Experience developing and applying problem solving techniques in support of apprenticeship training or other workforce training programs.
