This position is located in the Office of Apprenticeship (OA) within a Regional Office of the United States Department of Labor (DOL), Employment and Training Administration (ETA). The Regional Office is established to manage and direct all workforce development activity throughout a multi-state Region. This position is outside the bargaining unit.

Duties

Major duties include but are not limited to: Serves as sole Regional Deputy Director responsible for managing, directing, supervising, staffing, coordinating and evaluating functions and/or activities through subordinate supervisors throughout the region. Serves as the Industry Recognized Apprenticeship Programs (IRAP) Lead and primary point of contact for the implementation of IRAP in the Region and focal point for broad region-wide workforce development system policy and issues related to the Office of Apprenticeship. Oversees the coordination of State and local OA offices throughout the Region in support of ETA goals for apprenticeship and cross-cutting workforce development activities. Coordinates the resolution of issues and implementation of action plans as appropriate ensuring that all office efforts are strategically aligned in furtherance of evolving an effective workforce development system that benefits America's workplace and employers. Reviews issues and resolves critical problems. Administers the Regional OA program within delegated authority from the National Deputy Administrator and establishes Regional OA polices and plans; directs activities designed to meet requirements and objectives of the National OA program goals and delivery of quality services to youth, adults, management and labor organizations; interprets and implements National OA policy within the region, and makes significant contributions to the development of policy at the National Level and success of the program at the Regional Level. Directs subordinate supervisors and managers to develop plans to address diversity in apprenticeship and other training programs through targeted outreach efforts of staff and registered sponsors; reviews and assesses the impact of Federal and State court decisions concerning Civil Rights laws in apprenticeship, employment and training, in the conduct of the agency's EEO responsibilities, and makes appropriate changes. Promotes and leads organizational change, leveraging its impact to enhance workforce development systems. Develops plans to convert strategic goals into actions. Analyzes and appraises the means by which program progress and accomplishments are measured, and takes action to change or modify programs, as appropriate. Advises and assists the Regional Director and other OA staff on all matters within the scope of office responsibility to include workforce training initiatives on a regional level. Plans, develops, designs, coordinates, implements and maintains major aspects of varied difficult, complex and highly technical workforce training activities. Oversees the formulation and development of the Regional Office EEO plan for registered apprenticeship under Title 29 CFR Part 30, the Civil Rights Act and appropriate legislation. Working with the Regional Directors, incorporates the input of customers, stakeholders, and partners into goal setting and operational outcomes. Works with other members of the Regional Directorate to establish and facilitate the achievement of Regional crosscutting goals. Brings together the staff resources of the office to facilitate the exchange of information.

Qualifications

You must meet the Individual Occupational Requirement (IOR) and the Specialized Experience to qualify for the Supervisory Apprenticeship & Training Representative, as described below. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience in the development or administration of apprenticeship programs or other occupational training programs involving the systematic development of worker skills on the job. This experience must have demonstrated: Knowledge of the functions, purposes, and practices of apprenticeship or other industrial training; and understanding of the knowledge, skills, and techniques involved in the practice of apprenticeable trades; Knowledge of the practices, operations, and content of occupations in one or more fields; Knowledge of training methods and related worker utilization practices for the improvement and better use of workers' skills; and the ability to apply this knowledge in identifying work force and training problems, analyzing such problems, and advising on their solution; Understanding of industrial relations problems and practices and of the traditions and attitudes of labor and management in relation to programs involving apprenticeship or other training on the job; and Ability to deal effectively with management, labor, and other appropriate officials on training matters. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Qualifying specialized experience includes ALL of the following: Experience providing guidance to management and/or staff on Apprenticeship policy direction, strategic goals, and resources available to carry out the agency's business; and Experience managing the daily operations and administration of Apprenticeship activities; and Experience providing direction that involves significant and extensive coordination and integration of multiple projects and programs.
