The position is located in the Veterans Health Administration, Office Of Research and Development (ORD), Office of Finance. The incumbent reports to the Senior Financial Manager and supports ORD's finance and acquisition programs.

Duties
Major Duties:
The incumbent performs specific tasks and leads project teams that fulfill management-directed activities in the domains of Acquisition and Procurement.
Serves as the primary liaison between ORD, the Acquisitions Operations Service, and Office of Acquisition and materials Management.
Identifying the need for a VA Contracting Officer to obtain goods or services in collaboration with ORD lines of business.
Maintaining budget template for all ORD acquisition activities.
Monitoring outstanding to contracts.
Serves as Approving Official for government purchase Card holders.
Facilitates and administers multiple aspects of ORD's Inter-Agency Agreements
Performs complex financial tracking and analyses on open obligations.
Conduction various financial analyses and reporting activities.
Work Schedule: Monday-Friday, 8:00 am-4:40 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Virtual: the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-13 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Analyst, GS-13 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-12 level in Federal service to qualify at the GS-13.
Examples of specialized experience include:
Conducting all aspects of acquisition transactions for complex equipment, services, and construction.
Ensuring that government purchase cards for ORD employees are used properly.
The incumbent performs complex financial tracking and analyses on open obligations, cost estimates, and cost-benefit evaluations.
Liaising with relevant VHA Contracting Offices
Maintaining budget template for all ORD acquisition activities, and reviewing, monitoring, and reporting on all ORD Acquisitions budgets.

Physical Requirements: The work is sedentary. There is occasional walking, standing, bending, carrying light items such as reports or files, or driving and automobile.
