The primary purpose of this position is: This is a developmental position with known promotion potential to the target position. Works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document to include serving as an analyst and advisor to management on facility projects and systems.

Duties

Provides technical leadership and assistance in analyzing future workload requirements, industrial work processes, financial operations, business performance indicators, policies and procedures; develops plans, programs and strategies for business process improvements. Recommends business improvement strategies to management based on personal knowledge and data analysis. Coordinates the implementation of facilities management related business process improvement plans, critical path reporting, programs, strategies and development actions with responsible functional specialist or office to ensure responses and required actions are economically provided. Provides briefings and education to AMARG personnel who will be affected by the business performance measurements and business process improvements (facilities management related).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience includes developing and reporting performance indicators for facilities management areas. Coordinating the implementation of facilities management related business process improvement plans. Serving as an interface for the assigned functional area with supporting technical systems experts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or Equivalent Graduate Degree OR 2 full years of progressively higher level graduate education leading to such a degree OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes managing program and administrative operations to evaluate work processes that impact status, performance, and cost metrics. Developing and reporting performance indicators and new or modified work methods for facilities management areas. Recommending business improvement strategies to management concerning the efficiency and effectiveness of business and industrial program operations. Maintaining a high level of information and knowledge concerning the overall state of the command business practices and posture. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of project management, ability to identify critical path and constraints for a given project, ability to track, display, and report all relevant information related to a given project. 2. Knowledge of management and organization principles and theories, including standardized administrative practices and procedures common to the organization or area of responsibility. 3. Knowledge of construction, contracting, and market forces that may impact quality, cost, or schedule metrics associated with assigned Facilities related projects. 4. Knowledge of, and skill in applying, conventional methods to gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action. 5. Skill in technical writing, preparing facility project related documents such as: statements of requirements, statements of work, performance based work statements, etc. Skill in use of industry standard tools such as Microsoft Office. 6. Skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems of a procedural or factual nature. 7. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. 8. Skill in applying budgeting and financial planning techniques to short and long-term projects. 9. Ability to communicate effectively, both verbally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 10. Ability to access or locate information through the use of the internet, data bases, and software programs. 11. Ability to use project management software to track and monitor status, performance, and cost data for assigned projects. Work Environment: The employee works in an adequately lighted and ventilated industrial service office environment. May require occasional travel to support government requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
