The primary purpose of this position to serve as a key analyst and recognized expert performing professional and scientific work requiring the assessment of future risks in the design, development, and adaptation of C5I (command, control, communications, computers, cyber, and information system) capabilities for various digital systems within USSPACECOM's J6 Directorate.

Duties
Performs a broad range of analysis assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies.
Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies, or problems.
Represents the organization at meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations and participation in formal training programs within the space continuum of responsibility.

- mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
- The employee may be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays. Overtime may be required.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- A bachelor's degree in operations research or a related field is required. An advanced degree, such as a Masters or a PhD is preferred.
- Incumbent is required to obtain and maintain minimum certification and education requirements outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for the applicable cyber (CONTINUED)
- codes namely: 422 - Data Analyst, 641 - Systems Requirements Planner, and 661 - Research and Development Specialist. Failure to comply may result in removal from this position.
Qualifications
In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Operations Research Series 1515.
BASIC REQUIREMENT:
Degree in operations research.
OR
At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus (Operations Research Series 1515 (opm.gov)).
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GENERAL EXPERIENCE: Applicants must have at least one (1) year of general experience at the next lower broadband NH-02, equivalent to the next to lower grade (GS-05 TO GS-11) or equivalent in the Federal Service. General experience includes produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
Extensive knowledge of qualitative and quantitative assessment criteria and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
Skill to negotiate and/or defend findings and program support concepts.
Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.
Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.
Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
