The primary purpose of this position is to serve as Division Chief for Joint Warfighting Development Division, guiding the development of innovative space domain warfighting concepts while testing joint force design concepts through studies, experimentation, and wargames.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work Advises the Combatant Commander and Director to plan, organize, and direct the activities for the Joint Warfighting Development Division while ensuring the organization complies with legal and regulatory requirements Serves as a USSPACECOM level technical expert providing decision quality proposals and programs to the Commander, USSPACECOM and other senior leaders As an executive leader, reviews work and management techniques of the staff and is accountable for the conduct of daily business operations, organizational policy, task assignment/approval/direction, resource management, and special projects Represents the Director, Training and Force Development Directorate for all National, Department of Defense, and Coalition requirements concerning Space Training and Force Development

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: You must submit a copy of transcripts. EVALUATION OF EDUCATION: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Examples of specialized experience includes knowledge of a wide range of methods and techniques used in cost, economic and operations research analysis and possession of analytical abilities; quantitative techniques and methods used to develop, adapt, modify and apply models to resolve problems or define and clarify alternative solutions; utilizing technical knowledge to advance space domain equities; establishing, developing, and maintaining effective working executive-level relationships with various government agencies. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of DOD, Joint Staff, and Command standards and policies for joint experimentation and wargame systems and in-depth knowledge of DOD, Service, Agency, and Command interrelationships. Mastery of oral and writing skills to present clear and concise information with good judgment and discretion on a host of complex issues; conduct high-level, sensitive liaison and promote good public relations; and formulate clear decision briefings to the commander and staff. 2. Mastery knowledge of large, complex organizations that provide component, space operations, command and control support, mission support, base infrastructure, and other factors critical to combatant command operations within the homeland and abroad. 3. Mastery knowledge of Joint Training, Education, Exercise, Wargame, and Experimentation (JTEEWE) program goals and objectives, sequencing and timing of key operational events and milestones, methods of evaluating the effectiveness of planning and operations with respect to JTEEWE, and developing JTEEWE amendments to ensure effective execution of space operations. 4. Expert knowledge of doctrinal principals of strategic, national, and theater strategy and the operational analyses required to adjudicate theories, principles, concepts, methods, and techniques. Extensive knowledge of joint training, education, exercise, wargame, experimentation, assessment, integration, operations, polices, procedures, and practices of specialist work accomplished by superior, subordinate, and coalition organizations. 5. Expert ability to analyze, plan, organize, and direct the functions of, a staff of a large organization; mentor, motivate, and appraise subordinate supervisors, and meet program objectives with available resources, while accomplishing work through tactful interpersonal relations to manage/resolve conflicts harmoniously while achieving stated goals and objectives. 6. Extensive knowledge of the United States Space Command Component organization and responsibilities, and its relationship with other combatant commands; application of Federal Regulations, Joint Publications, and DoD Instructions relevant to Space Component Operations; theater awareness and familiarity. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
