The primary purpose of this position is to provide management assistant support in records management programs including: Records Management, Freedom of Information Act (FOIA), Privacy Act (PA), Information Collections and Reports Management.
Duties
Provides Wing guidance the Air Force Records Management Program. Assists with interpretation of policy and procedures; provides guidance to Wing Staff Agency Offices and applicable tenant units for records creation, maintenance, use and disposition and correspondence (both paper and electronic) management.
Implements the Freedom of Information Act (FOIA) and Privacy Act (PA) Programs for the 37th Training Wing, and applicable tenant units. Installs and maintains the automated Freedom of Information Act (FOIA) system.
Uses multiple office automation software with varied functions to produce a wide range of documents that often require complex formats, such as graphics or tables within text, editing and reformatting electronic drafts, and updating or revising existing databases or spreadsheets. Independently plans and performs complex office duties automation duties requiring different approaches and methods from one assignment to another, such as using different packages to edit lengthy and complicated reports; collect, select, organize, and provide information; track the status of a number of projects assigned to the organization and resolve incompatibility problems in transferring text from one software package to another when the menu options and specific software instructions are not available.
Performs administrative office support functions and maintains cooperative working relationships with co-workers, related functions, customers, and operating officials. Performs a wide variety of recordkeeping, updating manuals on policy and directives, reporting, and informational duties in support of the organization's programs, functions, and projects.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of Freedom of Information Act (5 U.S.C.552), the Privacy Act (5 U.S.C.552A), interpretation of these Acts by the courts, regulations, and instructions, policies, procedures to be able to evaluate requests and analyze data to be released and/or withheld. Working knowledge of communication methods, to include electronic mail management and Internet management, and techniques in order to communicate effectively, both orally and in writing. Skill in information gathering techniques such as standard interview or survey.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the theory and principles of management and organization including administrative practices and procedures pertaining to Records Management Programs to direct actions to appropriate level using established formats. Knowledge of Freedom of Information Act (5 U.S.C.552), the Privacy Act (5 U.S.C.552A), interpretation of these Acts by the courts, DoD regulations, and Air Force instructions, policies, procedures to be able to evaluate requests and analyze data to be released and/or withheld.
2. Knowledge of wide range of technical methods, principles and practices, policies, regulations and procedures of FOIA/PA and records management to interpret and respond to FOIA and PA requests and provide guidance to wing and subordinate units. Knowledge and skill of effective communications techniques. Requires skill of oral and written presentations to train and provide guidance to subordinate offices.
3. Knowledge of laws, regulations, policies, and precedents, which affect administering records management programs within the command, to assure compliance with DoD and AF directed procedures. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to be able to accurately prepare and edit written correspondence and reports.
4. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Skill in typing, a qualified typist is required.
5. Ability to analyze, verify, and correlate data, and locate, assemble, and compose information for non-routine reports, inquiries, and technical correspondence.
6. Ability to plan, organize work, and meet deadlines. Ability to perform basic arithmetic calculations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
