The primary purpose of this position is to study of various business and maintenance processes to identify current state practices, development of desired future state practices and the action plans to reach this future state. Analyst researches, analyzes, and evaluates data to complete studies, special projects, and briefings.
Duties
As a team member, studies organizational processes and procedures.
Performs follow-up activities associated with Lean events, Benchmarking, trips/metrics, and other efforts to ensure adherence to recommended changes.
Serves as an advisor and coordinator of events with management's assistance and guidance, plans, schedules, and conducts aforementioned events to evaluate and recommend ways to improve productivity.
Implements and serves as subject matter expert for assigned work areas and works with Group and Squadron personnel to implement principles to the areas assigned.
Prepares, develops, and delivers written and oral presentations such as briefings and training sessions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of maintenance, production, industrial management policies, principles, and practices. Knowledge of basic process improvement tools; principles of facilitation techniques; and principles, procedures, and quantitative and qualitative methodology.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR EDUCATION: master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Basic Knowledge of maintenance, production, industrial management policies, principles, and practices.
2. Knowledge of basic process improvement tools; principles of facilitation techniques; and principles, procedures, and quantitative and qualitative methodology.
3. Knowledge of program goals and objectives, sequences and timing of operational events and milestones.
4. Ability to communicate effectively, both orally and in writing.
5. Skill in preparing project papers and staff reports.
6. Skill in organizing and delivering briefings to managers to encourage understanding and acceptance of Ci2 principles and recommended changes.
7. Ability to access or locate information using a computer and the basic understanding of Microsoft Office programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
