This position is within the Office of Research and Development (ORO), at VA Headquarters in Washington, DC. ORD is within the Veterans Health Administration {VHA) which is a key component of the Department of Veterans Affairs. With an annual budget of more than $40 billion. **This vacancy may be filled in Washington, DC or a location to be determined at a VA facility or VA leased space. **

Duties

The purpose of this position is to serve as the budget analyst in support of the Research Services, primarily Rehabilitation Research and Development, within ORD. In this capacity, the incumbent will prepare budgets and justifications, formulate recommendations as to system and organizational Improvements, advise management of the effectiveness and efficiency of the management and funding of ORD's Research Service Programs, and ensure that all operations adhere to policy and legal requirements. The Budget Analyst has responsibility for all aspects of the program and functions as an interface between scientific, budgetary, and administrative staff. As an integral member of the ORD Finance staff, the incumbent coordinates work initiatives with operations, administrative support, program managers, senior staff and others. The incumbent reports to the Deputy Director of Finance. This incumbent is a key figure whose performance has a direct impact on ORD operations. In addition to the authority given to the incumbent to carry out routine activities, it is expected that the incumbent will provide the Chief Research and Development Officer and other ORO management officials with complete information that will provide technical and administrative assistance in accomplishing program goals. Budgetary and Financial Management Formulates annual operating budget identifying current commitments, pending commitments, projections on funding new proposals and estimates of annual funding needs for one or more future years. Advises and assists in the analysis and solution of difficult and complex administrative procedural matters to ensure compliance with applicable appropriation laws and VA policies, procedures and directives. Prepares reports, charts, statistical analysis and briefings for the Clinical Science Service Director, senior VA officials, Office of Management and Budget (0MB) representatives, and congressional hearings. Funding Request Reviews funding requests for adequacy, completeness, and conformance with procedural and technical requirements. Ensures compliance of project budgets with all relevant VA, ORD, and Service policies, procedures, and guidelines. Develops written responses to the field and recommendations regarding funding or resource requests for concurrence/signature and/or final funding decisions. Project/Program Monitoring Identifies, initiates, reviews and recommends approval or disapproval of requests to distribute funds between services, field offices and other participating agencies. Monitors expenditures and forecasts changes that require reallocation of funds. Reviews financial reports and budgets to ensure accuracy and compliance with appropriate policies and regulations. Liaison with the field ORD Services and VACO Serves as the CO point of contact and content expert on budgeting, financial management issues and activities, and policies and regulations. Responds to inquiries and initiates rep Iles to questions or request from VA Medical Centers, VACO, other governmental agencies or private organizations concerning application of VA policies or procedures pertaining to funding/budgetary issues. Assists field stations in maintaining and reconciling budget allocations. Records Management Ensures that appropriate documentation of program activities is maintained, updated and is available when needed. Develops methods to automate reports, tracking systems and correspondence. Develops and maintains database(s). Work Schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. Compressed/Flexible: Available Telework: Available (applicant is required on site 50% of work schedule per pay period) Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of Specialized Experience: 1. Serves as the central point of contact and content expert on budgeting, financial management issues and activities, and policies and regulations. 2. Reviews financial reports and budgets to ensure accuracy and compliance with appropriate policies and regulations. 3. Provides detailed analysis of the operating budget for submission to the Deputy Director of Finance and the Service Director based on past expenditures, knowledge of program requirements, and program plans. You will be rated on the following Competencies for this position: Budget AdministrationFinancial ManagementFinancial Management Your experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
