About the Position: Public Safety Telecommunicator (Dispatcher) for the US Army Garrison Detroit Arsenal Directorate of Emergency Services, Fire Protection and Prevention Division, Emergency Communication Center Branch, Warren, MI. Provides support and communication to First Responders that protect the US Army Garrison Community.
Duties
Receive and evaluate 911 emergency calls.
Provide assistance to callers with medical emergencies, to include Cardiopulmonary Resuscitation (CPR), emergency childbirth, clearing obstructions of and opening an airway, and controlling bleeding.
Dispatch emergency response units, such as police, fire and emergency medical personnel and equipment.
Operate and maintain all Dispatch Call Center equipment such as Computer Aided Dispatching (CAD) system, radios, telephone, and station alert systems.
Monitors Installation computerized fire and Joint Capabilities Integration and Development System (ICIDS) alarm systems.
Maintain reports and retrieve statistical information using local authority’s reporting system.
Perform basic computer and communications equipment troubleshooting to determine problem and notify appropriate personnel to facilitate repairs.
Provide crisis intervention with distraught emergency callers during high-risk situations until emergency police, fire, equipment and/or medical services arrive.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, CAD, Land Mobile Radio (LMR), and station alerting software and equipment within 16 weeks of appointment.
- Position is subject to shift work; required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
- Work is (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time.
- Incumbent may be required to wear a uniform.
- Incumbent must be a qualified typist. (40 wpm).
- Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems.
- The Incumbent must pass a pre-employment and periodic health analysis by a licensed physician in the following categories:
- Manual dexterity, Speech, hearing, touching, seeing, recognizing, differentiating, and reaction time. See conditions of employment assessment for more information.
- The incumbent is subject to initial and random urinalysis testing in accordance with agency guidelines. DRUG TESTING POSITION
- The incumbent is required to obtain and maintain a valid state driver’s license.
- The incumbent is required to obtain and maintain certification in: Cardiopulmonary Resuscitation (CPR). Emergency Medical Dispatch based on the program standards at the location assigned.
- Incumbent must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned.
- Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location.
- Incumbent must complete the National Incident Management System (NIMS) IS 100,300, 700, 800, and 907 courses.
- Continuous current certification is a condition of employment.
- THIS POSITION REQUIRE INCUMBENT TO OBTAIN AND MAINTAIN A TIER 3 SECRET SECURITY CLEARANCE.
- The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally and pass in accordance with predetermined course requirements

In order to qualify, you must meet the EXPERIENCE requirements described below. Specialized Experience: One year of specialized experience which includes 1) Answer emergency 911 calls. 2) Dispatch appropriate equipment which requires knowledge of the various types of equipment/vehicles required for different emergency situations. 3) Perform intervention with distraught emergency callers during high-risk situations until appropriate emergency response units arrive on the scene. 4) Provide instruction to callers on emergency medical procedures. 5) Monitor computerized dispatch, fire alarm systems. 6) Operate automated record systems to maintain reports and retrieve information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Proficiency Requirement: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).

ADDITIONAL INFORMATION:
- This position requires continuous current certification. The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally. The incumbent must maintain an overall compliance score in the performance of duties of 90 percent, or better, as reviewed by the Advanced Quality Assurance (AQUA) software.
