About the Position: This position is located in the Directorate of Emergency Services, Emergency Communication Branch Center, Warren, Michigan. The Fire Protection and Prevention Division plans, directs, and provides fire prevention services and all hazards emergency response to include emergency medical response for the installation.
Duties
Incumbent, as a Public Safety Dispatcher, provides emergency police, fire and medical services to the installation by answering emergency calls, and dispatching all appropriate personnel and equipment. Maintains an accurate status of emergency response equipment and personnel to assure prompt and accurate response. This equipment includes police, firefighting, hazardous materials, technical rescue and ambulance resources. The work requires knowledge of Law Enforcement and Fire Service terminology, techniques, procedures, equipment and apparatus, including operations rescue, hazardous materials responses, confined space rescue, structural firefighting, and knowledge of the Incident Command System. Requires an operating knowledge of fire suppression systems, fire alarm detection equipment, intrusion detection system equipment, video surveillance system equipment, radio network equipment, and operation of computer network equipment. Requires knowledge of facilities for dispatching emergency equipment and personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Subject to shift work. The incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays). Unscheduled overtime to ensure position coverage may be required on short notice.
- The incumbent is not required to wear a uniform.
- Incumbent is required to work (mission essential) regardless of weather conditions, Force Protection Condition (FPCON) or installation closure and to report to the duty station at the regularly scheduled time.
- The work is performed in a highly stressful, restricted office environment.
- Successful completion of DoD certification in Hazardous Materials Awareness and DoD Telecommunicator I, is required before promotion to GS-05.
- Successful completion of DoD certification at the DoD Telecommunicator II level is required before promotion to GS-06.
- This position can be subject to reasonable suspicion drug testing (not condition of employment).

GS-04 Experience: General Experience: One year of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, such as, filing reports and forms; answering switchboards; and recording data.

Education: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages.
GS-05 Specialized Experience: One year of specialized experience which includes operating computer software and systems; answering phone calls; basic knowledge of law enforcement, fire alarm detection, and medical terminology, techniques, procedures, equipment, and operations rescue; emergency dispatching and communications equipment.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS-06 Specialized Experience: One year of specialized experience which includes the following: 1) Receiving and processing 911 calls of incoming fire alarms, emergency and non-emergency calls for fire, medical, and police assistance; and 2) Dispatching emergency services to the scene of emergencies; and 3) Providing information and initiating directions (emergency medical dispatch (EMD) pre-arrival instructions) to incoming callers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
