Vacancies will be filled in the following specialty areas:
Facilities Management and Security Services Operations West
The following are the duties of this position at the full working level.
Energy Management and Utilities Duties: Utilities may include electricity, natural gas, fuel oil, steam and water from one or more providers or transporters. Receives and monitors the utility invoices; initiates receiving reports to pay utility invoices. Tracks demand, consumption and cost data and prepares Annual Energy Report with Scorecard and supporting narrative. Develops and implements site Energy and Water Management Plans. Identifies opportunities to conserve energy and reduce water consumption. Coordinates energy audits in accordance with required frequencies and develops implementation plan for recommendations. Works with the utility providers to investigate unexpected service interruptions and initiates building occupant Energy Awareness and Conservation campaigns.
Janitorial Service Duties: Responsible for the daily janitorial services program including, but not limited to, standard and clinical cleaning, trash removal, and pest control throughout the office, warehouse, food services areas, restrooms, lobbies, courtyards and grounds. Researches building finishes and appropriate cleaning techniques for each type surface. Coordinates cleaning schedules with multiple shift building occupants and for special occasions/events. Consults with managers at all levels to identify and define customer needs and requirements relative to building operations and maintenance. Responds to emergency building situations. May work with a NISH (National Institute for the Severely Handicapped) contractor and takes actions to resolve associated issues and problems. Initiates special cleaning to maintain the Government asset. Reads and interprets equipment specifications. Consults and coordinates with other REFM sections on the impact of large-scale furniture installations or realignments on janitorial services. Consults and coordinates janitorial services programs with Safety staff on a variety of safety issues. Serves as the REFM liaison with campus child care centers on janitorial and building maintenance issues.
Landscape Management/Snow Removal Duties: Responsible for the daily landscape management program including, but not limited to, grass cutting and edging, tree and shrub pruning/removal, herbicide and pesticide application, fertilization, mulching, erosion control, irrigation schedules, seasonal flowers, etc. Researches appropriate plant material for geographic area and initiates replanting programs. Prepares and monitors budgets. Coordinates with State or local Departments of Agriculture on pest issues. Maintains required documentation on herbicide and pesticide applications. Independently coordinates removal of stray animals or pests with state or local wildlife management agencies/shelters/contractors. Proactively responds to emergency situations. Coordinates with Mission Assurance (physical security) to coordinate perimeter landscaping with security requirements. Plans and implements the campus snow removal efforts. Apprises upper management of campus conditions during snow/ice-related weather events.
Construction Management Duties: Prepares statements of work, assists in the development of construction drawings and government cost estimates for building infra-structure retrofit and repair projects. Maintains files of construction drawings, specifications manuals, samples catalogs, etc. On assigned projects, accepts/rejects contractor submittals. Maintains project files. Reviews construction drawings and specifications prepared by architects, engineers and consultants and provides comments, as required. Makes detailed inspections of work in progress, develops punch lists, meets with contractor project managers and/or GSA on progress reviews. Develops and monitors project budget. Initiates progress and final payments, as warranted. Coordinates construction projects with other related REFM functions and building customers. Provides formal presentations to management as needed or requested. Consults and coordinates with GSA on building delegation programs and construction management progress reviews.
Contracting Officer's Technical Representative (COTR) Duties: Acts as COTR on one or more contracts. Closely follows Procurement-initiated COTR guidelines on working with contractors. Obtains and maintains COTR certification, by completing courses timely. Maintains professional relationship with contractors.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-12: You must have 1-year specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Commercial building major operation and maintenance practices and expertise, including, but not limited to HVAC, Boilers, Pumps and Heating Systems. Experience using Executive Orders on energy and recycling, State and local pesticide/herbicide regulations, FDA and local health department regulations, CFR (Code of Federal Regulations), OSHA (Occupational Safety and Health Act), and FPMR (Facilities Property Management Regulations) and procurement regulations, to ensure actions, advice and guidance complies with established rules and laws; Analytical and evaluative and techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods and results; Experience working with contract administration sufficient to identify problem areas/trends. Knowledge of various automated systems and software programs such as: CMMS/CMIS (Computerized Maintenance Management/Information System),Building Automation Systems (BAS), lawn irrigation systems, Automated Financial System, Requisition Tracking System.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
