Duties

WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Operations West The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent serves as a Building Delegation Consultant in the AWSS (Agency-Wide Shared Services) organization. Depending on the program assignment(s), he/she provides authoritative technical advice, consultation, and assistance to management on complex and sensitive program issues. The incumbent proactively identifies program needs and independently initiates and performs a wide range of service function activities and projects. The position is responsible for planning, analyzing, and implementing service functions in the areas of energy management and utilities, janitorial services, landscape management/snow removal, alterations/construction management and other related programs. The incumbent will serve as a Contracting Officer's Technical Representative (COTR) on one or more contracts. These services frequently impact multiple delegated IRS locations and organizations in addition to involving multiple business unit executives, contractors, procurement support, funding/finance sources, state and local agencies and other federal agencies including but not limited to General Services Administration (GSA) and Department of Energy (DOE) offices.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-12: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal Service. Specialized experience for this position includes: Experience using the concepts, practices, regulations, policies, and precedents associated with one or more major building management systems and equipment (e.g., operations and maintenance, alterations/construction projects) in order to provide authoritative technical and consultative services on complex and interrelated problems, issues, and contracts. Experience with the IRS mission and organizational structure, along with the functional cultures of the business units sufficient to accurately assess customer needs/requirements and to evaluate the effectiveness of services provided. Experience using various automated systems and software programs such as: Employee Resource Center, Computerized Maintenance Management System/Information System, Energy Management System, Uninterruptible Power Systems, Lighting control system, lawn irrigation systems, Automated Financial System, Requisition Tracking System, Travel System, MS Word, MS Excel, MS Outlook, etc., in order to manage and carry out various program assignments. Experience with various external/internal regulations, policies, and standards such as: NEC (National Electrical Code), ASHRAE (American Society of Heating, Refrigeration and Air-conditioning Engineers), DOE/FEMP(Department of Energy/Federal Energy Management Program), Executive Orders on management of energy, water and recycling, state and local pesticide/herbicide regulations, FDA and local health department regulations for proper food sanitation procedures, hazardous waste disposal guidelines, state requirements for testing and certification of pressure vessels, elevators and escalators, CFR (Code of Federal Regulations), MSDS (Material Safety Data Sheets), ADA (Americans with Disabilities Act), OSHA (Occupational Safety and Health Act), NFPA (National Fire Protection Association), air quality, FMR (Federal Management Regulations), and procurement regulations sufficient to ensure actions, advice and guidance complies with established rules and laws. Experience with infrastructure systems such as various mechanical (air handling units, HVAC, boilers), electrical, plumbing, lighting, life safety and architectural systems, as well as building trades in order to monitor schedules, identify problem areas, and accept/reject necessary repairs and upgrades to maintain a federal building. Knowledge of Service Contract and Davis Bacon Acts as they relate to construction contracting. Experience with oral and written techniques in order to prepare reports/documents/technical contract specifications, conduct/facilitate formal or informal meetings, identify, and resolve problems, and to formulate/articulate policies and viewpoints to management, executives, employees, union officials, Contracting Officers, contractors and other persons both within and outside the organization. Experience using analytical and evaluative and techniques, both qualitative and quantitative, sufficient to identify, evaluate, and develop new/modified work methods and approaches to resolve complex interrelated support services problems and issues. Experience using project management techniques sufficient to plan, control, execute, monitor, and evaluate work assignments or special projects. Experience with contract administration sufficient to interpret and monitor established formal contracts, identify problem areas/trends, recommend modifications and/or adjustments to increase efficiency and effectiveness, and to ensure contract terms and conditions are met. Experience using a wide range of automation systems and databases sufficient to research and obtain up-to-date information, initiate, and track multiple work assignments/projects, monitor various budget/financial systems and programs, and to generate/issue reports, memoranda, and a variety of other documents.
