This position is located in the Department of Housing and Urban Development, Office of the Chief Administrative Officer. Duties

As a Sustainability Program Specialist, you will: -Develop and implement Departmental policy for sustainable facility operations. Incorporate relevant policy into all programs. Implement use of best sustainability practices to properly maintain high performance buildings and to satisfy requirements of applicable executive orders and federal mandates. -Serve as a consultant and authority on sustainability for the Office of the Chief Administrative Officer. Interact with other government agencies, industry, and professional and technical organizations. -Coordinate the planning and implementation of energy and environmental related projects and or contracts. Develop and/or review and provide guidance on project scope, estimates, contracts, plans, operating guides, and documents. -Implement program management strategies for the Department to ensure efforts are directed towards meeting the national targes of relevant Executive Orders, and Department energy efficiency and water conservation goals. -Coordinate and participate in comprehensive investigations, evaluations, and inspections to develop improved building operating, maintenance and repair, and modernization procedures for reducing operating costs and energy consumption.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Experience with regulations, policies, executive orders, or federal mandates regarding sustainability coordination and environmental management; AND - Experience using qualitative and quantitative analytical techniques to conduct research and analyze environmental program performance and compliance and offer policy recommendations to senior management; AND - Experience using technical and operating concepts, principles, and practices required to maintain environmental programs. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
