Duties

The incumbent of this position provides subject matter expertise for Title 5, Title 38, and Hybrid Title 38 employment systems within the VHA. The incumbent is responsible for CARDS reviews of staffing, recruitment, placement, classification, position management, employee and labor relations, compensation, and other pertinent human resources areas of expertise. Duties include, but are not limited to:
Serving as the authoritative resource for VHA on Title 5 and Title 38 HR Programs in order to respond to inquiries from within and external to VHA.
Providing consultative and operational guidance to the VHA HR community to ensure consistency and create a culture of continuous improvement.
Serving as a subject matter expert (SME), participating in or leading the following human resources activities concerning the entire VHA arena and delivery of related training in partnership with the Workforce Management and Consulting - Human Resources Development Service.
Analyzing problems and developing solutions for continuous improvement of all HR programs.
Interpreting Federal policy, regulations, and directives with respect to agency CARDS evaluations and related programs.
Coordinating with HR consultants and/or HR Service staff to research position structures, conducting on-site or telephonic audits of HR programs, providing oversight and leadership to execute application of new HR standards, providing assistance and oversight for all areas of HR expertise from a CARDS standpoint, participating in site compliance review visits and completing a variety of other types of surveys.
Working with HR staff in groups and one-on-one to providing just in time training, consultative services, and when needed, lead rapid process improvement activities.
Serving as an experienced senior HR Specialist (CARDS) for HRCoE, the incumbent provides expert level guidance concerning complex advisory services essential to enable the Secretary, Department of Veterans Affairs, Under Secretary for Health, senior executive service (SES) level executives and other senior leadership officials, human resources specialists and line managers in the Veterans Health Administration (VHA) in both VHA Central Office (VHACO), VISN and field facilities to properly plan, develop, organize, manage, and evaluate HR positions.
Ensuring personnel covered by systems established under a demonstration project authority or separate statutory authority are compliant.
Developing and participating in the revision of all documents that affect HR programs, (e.g., evaluation standards, program guides, work measurement devices, performance standards, etc.) for impact on the VHA.
Monitoring the administration of CARDS program and the related fields.
Work Schedule: Monday - Friday, 8:00am - 4:30pm or as negotiated.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Virtual: This position may be filled virtually. However, the selectee will be required to report to either a VA Facility, Agency/VA approved leased space, or any Federal building designated by VA. This is NOT a remote position.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: utilizing expert knowledge and providing sound advice in diverse areas of human resources in Title 5, Title 38 and Hybrid legislation and policy, recruitment and placement, compensation, performance management, employee recognition and awards, and employee relations; providing guidance and assistance on a wide range of human resource issues impacting the overall management of the healthcare system; providing expert advisory services and/or authoritative policy interpretations on highly complex agency-wide or equivalent issues (e.g., re-engineering and improving HR processes); serving as a recognized senior advisor by other senior HR professionals and Program Management officials; anticipating policy needs, evaluating effectiveness of current policies and practices and/or developing proposals to change existing policy within one or more specialized HR fields; preparing a variety of written documentation related to HR sufficient to develop and deliver briefings to VHA leadership, project papers, status/staff reports, and correspondence to higher level Central Office managers as well as field executive officials. ~OR~
Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
