This position is in the Office of the United States Trade Representative (USTR), Office of Security (OSY).

Duties
As a Criminal Investigator, GS-1811, GS11/12, your typical work assignments may include the following under supervision:
Requirements
- You must be a U.S. citizen to apply for this position.

- You must successfully pass a background investigation.
- Selective Service registration required.
- You must be able to obtain and hold a Top Secret security clearance.
- New employees must serve a one-year probationary period.
- You must submit to a drug test and receive a negative test result prior to appointment to this position. After appointment, you may be subject to periodic random drug testing.
- Relocation expenses are not authorized. Other recruitment incentives may be authorized.
- This position has been designated excluded from bargaining unit representation under the national security provision of 5 U.S.C. § 7112(B)(6).

- This position may be designated as essential personnel.
- Employee must be able to obtain and maintain a valid state driver's license. The work requires operating a motor vehicle
- Incumbent must be able to successfully pass annual and periodic physical/medical examinations, drug screenings, and psychological screenings to maintain a level of fitness in accordance with standards and policies of the USMS and USTR.
- Must be able to qualify with a firearm.
- This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
- Incumbent must submit a confidential statement of affiliation and financial interest.
- Incumbent will be subject to a Single-Scope Background Investigation (SSBI) or Tier 5 equivalent investigation which must be favorably adjudicated
- Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
- Only experience and education obtained by the closing date of this announcement will be considered.

Medical Requirements
The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.
BASIC REQUIREMENTS: Successfully completed a basic protective services training program (or other FLETC comparable course); Successfully completed an accredited basic law enforcement training program (civilian or military); AND Possess one year of previous law enforcement experience.
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

AND
GS-11 Level: Specialized Experience: One year of specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector that demonstrates:
1) Providing personal and/or executive protection for a client;
2) Investigating cases that involve matters of sensitivity and scope;
3) Maintaining liaison with law enforcement agencies at the local, state, and/or national level;
4) Maintaining close proximity to a client at place of work, during travel, and in places he/she may occupy or visit; and5) Utilizing a concealed firearm against threats at events/meetings.;
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include law enforcement;
OR
C. A combination of education and experience as listed above.
GS-12 LEVEL: Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates:
1) Providing personal and executive protection that involves liaison with domestic and foreign law enforcement officials, and coordination with law enforcement agencies at the local, state, or national level;
2) Evaluating proposed sites and facilities to identify environmental factors and physical conditions posing direct or indirect potential hazards to a client during personal protection events;
3) Providing analysis for complex criminal/protective intelligence investigations, including joint task force investigations involving numerous investigators and jurisdictions of other federal, state and local law enforcement departments or agencies; AND
4) Coordinating interviews of witnesses and victims to determine the reliability and credibility of information and statements provided during investigations of threats against clients.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
