This position is in the Mine Safety and Health Enforcement (MSHE). This position serves as the Confidential Special Assistant. The incumbent participates and collaborates in long-and short-term program planning to improve Directorate services and overall performance of mission-related activities to reduce accidents, fatalities, and illnesses in mining.
This position is outside the bargaining unit.
Duties
For GS-14:
Serves as public affairs liaison. Prepares technical and general interest presentations, speeches, and articles for publication; identifies appropriate venue for distribution to ensure Enforcement's efforts are timely and effectively communicated to appropriate parties. Prepares a wide variety of correspondence and documents for the Director's and/or other high-level signatures, including specialized policy papers, analytical reports and issue papers targeting all aspects of the global mining industry. Reviews papers and reports prepared by others to assure conformity with MSHA, DOL, and OMB policy.
Serves as advisor and editor of policy letters, manuals, handbooks, instruction letters, hazard alerts, information bulletins, and other technical documents; these documents may relate to enforcement support activities and/or focus on requirements applicable to Enforcement 's area of responsibility.
Communicates complex technical regulatory and accident-related information to upper management, field entities, mine operators, labor organizations, manufacturers, State inspection agencies, other Federal agencies, and the public. Serves on rule making committees to develop rule making guidance documents to further the regulatory and policy agenda of the Agency.
Researches and develops solutions to address issues or concern raised by outside groups, including officials at the highest levels of Federal and State government.
The incumbent attends and represents the Director at MSHA meetings, conferences and training that can impact the Directorate and its procedures and speaks with authority regarding Directorate interests and acceptance of and commitment to implementing procedures. Attends management meetings to discuss pre-decisional labor relations and employee relations matters (grievances and adverse actions) prior to sharing with the unions. Incumbent will represent and/or prepare confidential analyses and recommendations for close hold on a variety of assignments, including development of supporting documentation for adverse personnel actions, grievances, and union contract negotiations that impact Enforcement.
The incumbent anticipates and drafts proposals and writes position papers, including analyses of critical Enforcement areas to identify problems. Conducts comprehensive research and fact-finding confidential assignments related to the program area to identify problematic areas and makes recommendations for improvements for program functions. Provides a comprehensive report to support identified issues and related recommended solutions, techniques, and communication strategies to the Director; such a report would likely contain confidential and pre-decisional information which has not yet shared with unions.
Analyzes highly technical, complex, sensitive, and confidential information and recommends appropriate actions to the Director and enforcement programs. Drafts, coordinates, and/or reviews reports and documents, including accident reports, policy letters, instruction letters, hazard alerts, and/or information bulletins. Reviews and edits reports and other products to ensure they are properly prepared, and their contents accurately describe and address technical issues and recommendations. Develops executive summaries and briefing papers for use by the Director and higher-level officials and recommends actions or positions to be taken to improve the safety and health of miners.
The incumbent independently reviews and advises on matters that require the attention of the Director. Manages and provides continuity and high-quality review of high-level technical, analytical, and administrative projects, advising the Director of technical and programmatic concerns. Coordinates with Enforcement program area, headquarters, and field offices, and other MSHA program areas to ensure technical reports and other work products are comprehensive and appropriate for all applicable audiences prior to final review by the Director. Proofs and edits, as required, to ensure all products are consistent with applicable agency policies and procedures. Incumbent writes responses to inquiries from a variety of sources including other MSHA program areas, DOL, Congressional, Federal, State, union, and industry officials.

Requirements

Qualifications

For GS-14 grade level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service.
Specialized experience for this position must include four (4) of the following:
-Experience analyzing programs or processes to assess effectiveness and ensure successful implementation.
-Experience developing plans and objectives for the long-range implementation of administrative support programs and activities.
-Experience conducting research, analyzing data, writing papers, and delivering presentations.
-Experience interpreting and applying laws, policies, regulations, and precedents.
-Experience communicating complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences, through oral or written presentations.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Education
There is no education substitution at the GS-14 grade level.
