Duties

As a Supervisory Program Manager render significant project/program management and advice and counsel to the division leads, the AAL Director, and Army critical stakeholders who are essential for successful mission fulfillment of activities Support a diverse range of complex projects and initiatives associated with formulation of operational strategies, project planning, management, systems design, and systems development, data collection and distribution, and more. Serve as a manager and principal point of contact for critical aspects of each assigned project, e.g., planning, logistics, budget, oversight, etc. Conduct complex and unique specialized in-depth studies, reviews, evaluations, and assessment of topical issues and proposals assigned. Determine the functionality of unique modernization and other projects/programs, and provides necessary and appropriate coordination among key participants Plan, and coordinate the technical efforts of contractors, Government laboratories, and agencies that contribute to the project/program fulfillment. Participate on Army, DoD, Federal and non-government committees, and task forces relative to the technology development community assigned program/projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Top Secret Security clearance required.
  • This is a mandatory drug-testing position.
  • Business travel (TDY) may be required up to 30% of the time.
  • May require a one year Supervisory probationary period.

Specialized Experience: One year of specialized experience which includes 1) Communicating (oral and written) with senior level leaders and staff within an organization and with external customers in order to provide information and guidance; (2) Experience-based knowledge of acquisition processes and the Federal Acquisition Regulations (FAR); (3) Developing methods to measure program effectiveness/evaluation utilizing modernization methods; AND (4) Planning and oversight of projects to include advisory services, logistics and budget in support of innovative business activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCommunicationsPlanning and EvaluatingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (DE-3 / GS-13).
