About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Special Operations Command - South, Intelligence Directorate (SOCSO-J2), Homestead, AFB, FL, 33039.

Duties

Oversees the release of Classified Military Information (CMI) or Controlled Unclassified Information (CUI) products and data originated at USSOUTHCOM, USSOCOM, and SOCSOUTH to representatives of foreign governments and international organizations. Provides foreign disclosure guidance and recommendations to the SOCSOUTH Commander, directors, special staff, and components in accordance with U.S. and DoD policies and Intelligence Community Directives (ICD). As Subject Matter Expert, assists in the development of SOCSOUTH staff position on issues related to national intelligence disclosure and exchange policies. Plans, directs, and coordinates the preparation, implementation, and management of SOCSOUTH foreign disclosure policies and procedures. Provides timely and concise approvals for the disclosure of information to foreign entities in support of the SOCSOUTH Commander mission and priorities and USSOUTHCOM’s theater strategy. Implements national disclosure guidance to SOCSOUTH military operations, including vetting Classified Military Information (CMI) and Controlled Unclassified Information (CUI) products for day-to-day operations and crisis operations. Represents SOCSOUTH in the foreign disclosure community and interacts and supports SOCSOUTH component commands. Provides training to Foreign Disclosure Representatives to ensure the proper implementation of foreign disclosure policy. Coordinates with other Foreign Disclosure Officers/agencies when requesting the release/disclosure of their information in support of Special Operations missions.

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require consent to take a counterintelligence scope polygraph examination, if access to a special access program is required.
  • Within 30 days, must have successfully completed one Foreign Disclosure Officer courses and, within 60 days of appointment, completed other required Foreign Disclosure Officer courses required by SOUTHCOM and SOCOM*
  • May require Temporary Duty (TDY) travel up to 10% of the time.
  • Subject to no notice call ins during non-duty hours for crisis action, contingency deployments, and other short notice operations.
  • Spanish language proficiency is required. Must be able to pass the Spanish language Defense Language Proficiency Test (DLPT) at a minimum of a 2/2 level.
  • Two year trial period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized experience is defined as experience on developing and maintaining a complex foreign disclosure program in support of the missions and objectives within the area of responsibility. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Spanish language proficiency is required. Must be able to pass the Spanish language Defense Language Proficiency Test (DLPT) at a minimum of a 2/2 level. You will be evaluated on the basis of your level of competency in the following areas: Foreign DisclosureOral CommunicationPlanning and Evaluating Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
