This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The Medical Instrument Technician performs stress testing, chemical (Lexiscan and Dobutamine) and exercise treadmill, trains newer staff on these tests, including how to triage stress tests for indications, contraindications, pharmacology, and equipment. The technician in this position operates more independently and performs higher-level duties independently. Other duties include, but are not limited to:
Reviewing patient consults and those referred for Arrhythmia procedures to call patients to schedule, educate them on each procedure and provide instructions per the attending performing the procedure
Reviewing clinic patients to ensure appropriateness, scheduling anesthesia, admissions to hospital post procedure as needed, etc.
Assisting in running a weekly device clinic for patients who have Cardiac Implanted Device (CIED) in the form of an implanted pacemaker or defibrillator
Overseeing the lower grade EKG technicians on stress testing
Performing consult management
Working closely with the Cardiologist to create protocols and review to update regularly
Working collaboratively with staff in Cardiology and Radiology on scheduling, performance and protocols related to chemical stress testing performed in Nuclear Medicine
Assigning ECG tracings to physicians for reading
Correcting end user ECG demographic errors
Creating and providing detailed MUSE and other reports to Cardiology Nurse Manager/Section Chief pertaining to MUSE issues, early identification of "back-log" issues, and concrete feedback with regards to end user issues
Is the MUSE archive system and EKG expert
Providing direct staff education and training pertaining to a 12 lead ECG, and proper use and troubleshooting of the EKG machines
Monitoring Arrhythmia with correct application of short-term patch technology that records two-weeks of cardiac rhythm data
Handling patient inquiries and issues as it pertains to short-term and long-term monitoring utilizing home transmission
Overseeing the Ambulatory Monitoring program for the SLC Healthcare system

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year).

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Medical Instrument Technicians must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Licensure or Certification: Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities. For all specialties, Basic and Advanced Cardiac Life Support certifications are desirable.
Grade Determinations:
GS9 Medical Instrument Tech - Electrocardiograph Technician (EKG)
Experience: At least 1 year of experience comparable to the next lower grade level of GS8, which is directly related to the duties of the position to be filled, and must fully meet the GS8 Knowledge, Skills, and Abilities (KSA's) of:
Knowledge of pharmacology related to specialized procedures.
Ability to provide briefings and orientations to hospital staff including physicians.
Knowledge of a variety of related acute disorders and diseases, their effects on organs, and methods of treatment.
Ability to perform more complex procedures such as SAECG (Signal Averaged ECG), Tilt table monitoring, electrophysiology monitoring, and event monitoring.
Demonstrated Knowledge, Skills, and Abilities (KSAs):
Knowledge of the more complex examination and treatment procedures and techniques such as SAECG, ETT, Tilt table monitoring, electrophysiology monitoring, and event monitoring in order to provide training and supervision in these procedures, to develop analysis interpretation formats, and to receive inquiries concerning results.
Knowledge of JCAHO and other regulatory requirements.
Ability to communicate effectively and professionally with employees at varying grade levels.
Ability to provide, or provide for, staff development and training.
Certification: Although it is not required, Certification by Cardiovascular Credentialing International (CCI) as a Certified Cardiographic Technician (CCT) is highly desirable at this level. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable for employees at this level.
Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time.
Special Assignments: Non-supervisory medical instrument technician (EKG) may have assignments that, because of their nature, substantially exceed the GS-8 level. The Professional Standards Board will review proposed non-supervisory special assignments for the GS-9 level and make a determination regarding their appropriateness. These assignments are expected to be few in number and must represent substantial additional responsibility.
Preferred Experience: 10 years experience with EKG performance, rhythm interpretation, monitor placement, stress testing and advanced knowledge of all of these procedures to include Arrhythmia diagnoses, treatment, management and scheduling these procedures.

The full performance level of this vacancy is GS9.
Physical Requirements: The tasks of this position generally require sitting, occasional crouching or kneeling. Moderate lifting is required to move equipment throughout the ECG clinic and other Medical Center locations. Considerable manual dexterity and hand-eye coordination are continuously required. This includes continuous observation of a computer screen. Cardiopulmonary resuscitation demands coordination and stamina.
Heavy lifting (50 LBS and over); heavy carrying (50 LBS and over; straight pulling (up to 1 hour); pushing (1-2 hours); reaching above shoulder; use of fingers; both hands required; walking (up to 3 hours); standing (up to 3 hours); repeated bending (up to 1 hour); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16"; hearing (aid permitted).
