This position serves as an Engineering Technician in a BLM office, located in Medford, OR or Springfield, OR. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Duties

Salary: GS-07: $49,025 - $63,733 GS-08: $54,292 - $70,578 GS-09: $59,966 - $77,955 As the Engineering Technician in this position, you will: The incumbent will assist the other members of the engineering staff in performing a wide variety of basic assignments in support of the resource programs such as timber, watershed, recreation, fisheries, wildlife, mineral material sites, emergency fire rehabilitation, riparian areas, and the upkeep of roads, yards, and buildings. Establish final road location, and perform survey and design of roads, flag final road grades, gather pertinent road design data, survey P-lines and design P or L line roads. Assist in accomplishing other engineering projects, such as site, easement line surveys, quarry site and waterhole development plans drainage structures, recreation projects, major culverts, in-stream fisheries projects, and stream crossing designs. This includes basic assignments in gathering pre-work information, performing necessary fieldwork, establishing required documentation, and writing contract specifications. Perform a broad range of inspection functions involving a variety of operations, materials, and methods with varying conditions and requirements. Prepare and administer engineering construction, supply, service, and timber sale contracts. This duty includes preparing contract stipulations, exhibits and cost estimates, conducting and documenting pre-work conferences, performing on-site inspections and tests for contract payments and other contract documents to the contracting officer. Prepare supplement letters to right-of-way agreements, prepare appropriate National Environmental Policy Act (NEPA) documentation, respond to requests for construction and/or terms and conditions of use, monitor construction, appraise existing roads and calculate road use fee shares, complete road record forms, monitor, and verify road use payments, and negotiate, write, and amend rights-of-way.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. Specialized Experience GS-07: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting technical engineering evaluations; (2) drafting technical documentation for engineering work assignments; and (3) using databases to maintain engineering data and records. OR Education GS-07: Successful completion of at least one full year (18 semester hours) of graduate level education leading to a master's degree in engineering, construction, or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. This education must demonstrate possession of the knowledges, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR Combination GS-07: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. Specialized Experience GS-08: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting technical engineering evaluation and analysis assignments; (2) drafting technical documentation for engineering work assignments; (3) performing quality assurance and data integrity review of electronic data and records. OR Education GS-08: Successful completion of at least two full years (36 semester hours) of graduate level education leading to a master's or a completed master's degree in an appropriate field of engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. This education must demonstrate possession of the knowledges, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR Combination GS-08: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. Specialized Experience GS-09: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting difficult but precedented technical engineering evaluation and analysis assignments; (2) analyzing engineering issues and project objectives; and (3) making adjustments to standard procedures or operations based on situations encountered in the field or during the study. OR Education GS-09: Successful completion of at least two full years (36 semester hours) of graduate level education leading to a master's or a completed master's degree in an appropriate field of engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. This education must demonstrate possession of the knowledges, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR Combination GS-09: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify.
