This position serves as a Civil Engineering Technician in a BLM office located in Medford, OR

Duties

As the Engineering Technician in this position, you will: Prepares construction surveys, designs, plans, drawings, and specifications for contractor or force account construction and for maintenance or decommissioning of such projects as roads, minor dams, reservoirs, fences, drainage structures, pipelines, recreation projects, major culverts, site survey and easement lines, in-stream fisheries projects, buildings, and renovation of existing facilities. Participates in Interdisciplinary Team (IDT) preparation of National Environmental Policy Act (NEPA) documentation. Provides pertinent engineering information to the interdisciplinary process. Ensures design work will comply with applicable environmental laws and regulations including special permitting requirements. Prepares material necessary to develop construction, supply, service, rehabilitation and timber sale contracts, which includes site plans, engineering drawings, specifications, location maps, cost estimates, labor, equipment, and supply requirements. Requisitions necessary equipment, materials, and supplies for approved projects. Participates in the review of permitted applications; research of records to determine who controls the road and any specific requirements of easements; evaluation of the need for reciprocal access rights; determines appropriate fees and calculates road use, road maintenance, mineral products, reclamation, and bonding and insurance fees. Plans road decommissioning projects, levels of road maintenance required, road restoration projects, storm damage assessment, mapping, culvert inventory, signing, road closures and road rehabilitation as well as data entry into transportation related databases.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. To qualify for GS-05: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) assisting with data collection; 2) assisting with computations; 3) assisting with testing or inspections. OR Education: Successful completed a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. NOTE: You must submit copies of your college transcripts. OR Combination: Successful completion of a combination of education and experience as described above. To combine education and experience, first determine the amount of your education as a percentage of the requirement listed above (in excess of the first 60 semester hours). Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: You must submit copies of your college transcripts. To qualify for GS-06: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) performing inspections of soils; 2) performing safety or calibration and inspections to determine that equipment meets the requirements; 3) inspecting or testing material typically used in construction. OR Education: Successful completed one full year (18 semester hours) of graduate level education leading to a Master's degree or a Master's degree in an appropriate field of engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. NOTE: You must submit copies of your college transcripts. To qualify for GS-07: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) using equipment in the preparation, design, and evaluation of materials; 2) working with material typically used in construction including soils, and aggregates; 3) performing a variety of standardized inspections of materials being used in construction. OR Education: Successful completed one full year (18 semester hours) of graduate level education leading to a Master's degree or a Master's degree in an appropriate field of engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. NOTE: You must submit copies of your college transcripts. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. GS-05: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-08 level. Education
