The employee will serve as the Principal Accountant (Innovation) and will play a crucial part in leveraging advanced technologies to enhance efficiency, accuracy, and strategic decision-making within OBFM and across the agency in support of our customers and their mission.

Duties

Position Overview The employee serves as the senior advisor to the Chief Financial Officer (CFO) responsible for providing opinions and analyses on complex accounting, reporting, and/or Internal Control over Financial Reporting (ICFR) issues, and for developing, interpreting, and implementing accounting policies and procedures that apply to the FHFA. The senior advisor, in coordination with the CFO, represents the agency in responding to and incorporating emerging guidance from GAO, FASAB, OMB the U.S. Treasury and other legislative changes on matters that impact FHFA financial accounting and reporting. The incumbent will also lead process improvement and integration of technological innovations into agency accounting and financial management processes. Major Duties & Responsibilities The Principal Accountant (Innovation) duties listed below are at the EL-15 grade level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty: Coordinate the development and/or finalization of financial reports for an agency or organization. Advise leadership on complex issues related to government accounting standards or processes. Apply new or modified regulations or guidelines to an agency's accounting and financial management systems. Apply accounting standards and practices, such as Generally Accepted Accounting Procedures to an organization's financial management and reporting. Coordinate responses to internal or external financial audits of an organization. Lead an agency's response to audit findings, including developing responses and implementing corrective actions. Work on developing and strengthening internal control mechanisms to address potential deficiencies. Review and compile accountability or other public facing reports. Identify potential improvements or automation opportunities for an agency's financial and accounting systems. Support the implementation of modifications or updates to an agency's financial and accounting system. Participate in efforts to implement a low or no code application or solution for improving financial management processes or reporting. Assess financial systems to identify areas for potential improvement. Recognize and suggest technology solutions or enhancements for budget and finance systems. Assess the potential for new technologies (such as no/low code applications, artificial intelligence or machine learning) to enhance or improve financial practices. Participate in the implementation and rollout of new or innovative practices or systems for financial management. Maintain and support the continuous improvement of agency processes or procedures related to financial management or reporting. Performs other duties as assigned.

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements: BASIC REQUIREMENTS: Basic Requirement for the Accounting Series (510): A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") -OR- B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the above basic education or education and experience requirements, applicants must also meet the following minimum qualifications for their desired grade level: MINIMUM QUALIFICATIONS: Minimum Qualification EL-15: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-15 because I have at least 52 weeks of specialized experience at the EL/GS-14 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Developing and implementing innovative solutions to enhance, modernize, or streamline an organization's accounting or financial management processes. Reviewing submissions and finalizing data and other materials for public facing financial or audit reporting. Developing data visualizations or other novel data analyses for complex financial and budget information. Managing the response and review of both internal and external audits for an agency, including managing audit response or other internal controls. **Failure to provide your transcripts, when required, for any of the options above will remove you from the hiring process** Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the EL-15 position, applicants must have served 52 weeks as an EL/GS-14 or higher in the Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
