The primary purpose of this position is to serve as senior analyst responsible to assist and advise the host command in the identification of potential Science and Technology (S&T) solutions to operational problems. [Cont'd in "Duties" Section]
Duties

Serve as the primary interface between the command, and the Military Service Research, Development, Test and Evaluation (RDT&E)
Community for solutions and executing implementation.
Employee plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work of team members in comparable junior grades. Completed work and reports are reviewed for feasibility, compatibility with other work or effectiveness in meeting requirements or expected results. Position involves 51% or more of time in direct support of acquisition positions.
Duties:
Performs studies in varied subjects of advanced difficulty and complexity associated with Science and Technology (S&T) and/or modeling and simulation (M&S) solutions with Office of Secretary of Defense, Joint Staff, Services, other CCMDs, Industry and Academia. Establishes assumptions, measures effectiveness of approaches, and evaluates available alternatives.
Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies, or problems.
Provides technical guidance, advisory support, and assistance on entire projects and/or major phases for broad and varied operations.
Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and
support system concepts. Interfaces with headquarters and other technical/analytical agencies on advances in state-of-the-art technology.
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs.

- A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely-related scientific discipline is highly desired. [cont'd]
- An advanced degree(s) such as a Masters or Ph.D. or applicable appropriate Professional Military Education and equivalent experience are highly preferred.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments. Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year

- Incumbent may be subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. [cont.]
- Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-05 to GS-11 or equivalent in the Federal Service. Specialized experience is described as: Develops, integrates, and implements solutions to diverse, highly complex problems across multiple areas and disciplines; Develops plans and techniques to fit new situations to improve overall program and policies; Establishes precedents in application of problem-solving techniques to enhance existing processes; Defines, directs, or leads highly challenging projects/programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and mastery of a broad range of methods and techniques used in classical and modern advanced operations research studies and possession of analytical abilities.
2. Knowledge of expert quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
3. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
4. Ability to recognize and use correct English grammar, punctuation, and spelling; communicate information in writing in a succinct and organized manner; and produce written information, including technical material, which is appropriate for the intended audience.
5. Ability to develop and utilize appropriate data collection techniques and package the entire process into briefings, papers, and/or reports suitable for decision-making.
6. Ability to design, build, and use models and simulation techniques.
