The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats

Provide strategic direction and establish priorities for the IC to provide intelligence support to national security efforts as outlined in the Unifying Intelligence Strategy for Counterproliferation and Biosecurity (UIS-CB)
Lead NCBC efforts in developing strategies, collection requirements, and programs focused on capability needs to enable counterproliferation and biosecurity mission areas, along with identifying CP and biosecurity capability needs for the future.
Lead and oversee the planning, development, and production of strategic plans and assessments in support of U.S. national security and foreign policy interests. Products include the Unified Intelligence Strategy, the State of the Mission, and NCBC's Strategic Framework.
Optimize resources to strengthen integrated IC performance against a constantly evolving WMD and foreign biological threat landscape consistent with the CIG and strategic-level assessment of threats as expressed in the relevant National Intelligence Estimates (NIEs).
Assist NCBC in fulfilling the center's mission to lead the Intelligence Community (IC) and the interagency to counter the proliferation of weapons of mass destruction (WMD), and to lead the integration of intelligence activities pertaining to biosecurity and foreign biological threats consistent with the Intelligence Reform and Terrorism Prevention Act (IRPTA)
Advise NCBC leadership, DNI leadership, and senior policymakers on opportunities, gaps, and interdependencies related to CP and biosecurity strategic objectives, and make recommendations for policy improvements.
Lead, initiate, cultivate, and maintain productive working relationships with senior policymakers across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives.
Serve as a key substantive point of contact for other ODNI directorates and help drive collaboration and coordination between NCBC and the rest of the ODNI. Partner with relevant regional and functional NIMs to ensure that planning and assessment efforts are fully integrated and focused on policymaker priorities.
Develop performance measuring methodologies and collect and analyze metrics to evaluate the success of the Center's planning and assessment efforts.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Expert knowledge of the U.S. Government structure, roles and responsibilities, and customer base of weapons of mass destruction, counterproliferation, biosecurity, biodefense, or related areas.
Superior technical knowledge, education, or expertise in weapons of mass destruction, counterproliferation, biosecurity, biodefense, or related areas.
Expert leadership and managerial capabilities; including the ability to effectively direct taskings, allocate resources, assess and manage performance, and support the professional development of personnel from diverse agency backgrounds.
Expert leadership experience and analytic expertise to support strategy and policy development, strategic planning and implementation efforts.
Superior interpersonal, organizational, and problem-solving skills, including superior ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues.
Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC.

Degree: Bachelor's degree or equivalent experience as determined by mission specialty area.

Combination of education and experience: At least 10 years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization AND five years of experience in intelligence, policy development, or requirements management related to weapons of mass destruction, counterproliferation, biosecurity, biodefense, or related areas.
