This senior position utilizes data systems to generate insights into health system performance to provide information needed for improving the care of Veterans and serves as the supervisor of improvement experts that provide consultative intervention, support, and guidance.

Duties

The Deputy Director serves as the supervisor for a large group of national improvement specialists.
Provides consultation to the Under Secretary for Health, Deputy Under Secretary for Health for Operations and Management, other VACO program officials.
Analyzes management techniques and processes that determine need for leadership, operational, strategic, and workforce development.
Oversees the analysis and evaluation, on a quantitative or qualitative basis, of the effectiveness of the program.
Provides instruction to others on quality improvement principles and SAIL and other related data tools through formal classroom instruction or group mentoring, in person and virtually.
Provides liaison and follow-up on recommendations from audits of VHA facilities by the Office of the Inspector General (OIG), Government Accounting Office (GAO) and other external review organizations.
Fosters a culture of continuous improvement and enhance the improvement infrastructure and capability across VHA.
Work Schedule: Monday-Friday 8:00 AM-4:30 PM
Telework: Available (Applicant is required on site 50% of work schedule per pay period)

Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-14 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops and implements national policies and procedures governing continuous process improvement quality programs; Provides supervisory leadership for the planning, direction, and oversight of improvement experts; Independently performs work related to developing, monitoring, and improving quality programs and/or analyzing quality initiatives and processes; Designs complex studies to identify resource issues and the efficacy of care delivery as well as clinical outcomes.
AND,
Selective Placement Factors: Mastery of a wide range of qualitative and/or quantitative methods, including Lean Six Sigma, for the assessment and improvement of program effectiveness, maturity or the improvement of complex management processes and systems in a VISN or VHA-Enterprise setting; Expert knowledge of agency program goals and objectives for continuous process improvement and healthcare quality; Ability to exercise skills to plan, organize, direct and lead team work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources and extensive changes.
Quality Ranking Factors: Expert knowledge of assessment and improvement of program effectiveness; Progress towards program goal attainment and effectiveness of complex management systems; Comprehensive knowledge of quality measurement, data management, leadership methods, requirements analysis, and capital planning and project management.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
