One (1) position is available in Baltimore, Maryland. One (1) position is available in Overland, Missouri. The Records and Information Management Specialist is the overseer and subject matter expert of the facility-wide Records Management Program.

Duties

Major Duties: Develop and implement facility policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA) and other applicable federal laws and regulations. Develops standardized file inventory/file plan and indexing approaches, where appropriate, to simplify the use, access, and integration of information within the facility. Conducts focused monitoring and auditing of records created and maintained by business lines. Maintains a thorough working knowledge of VA/VBA Systems of Records, VA/VBA privacy policy, Freedom of Information Act, Office of Management and Budget, NARA, and other federal laws and regulations. Works in conjunction with Regional Counsel, General Counsel, and the Information Security Officer (ISO) to research, determine, document, and implement a process for administering legal holds and the resumption of records destruction.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience. Time-In-Grade Restrictions Applicants who held a General Schedule (GS) position under non-temporary appointment in the competitive or excepted service in the executive branch in the past 52 weeks must also meet Time-In-Grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. To support your claim of Time-In-Grade, you must submit your most recent Appointment, Promotion, or Within Grade Increase SF-50 (do not submit an Award [NOA Code 840, 841, 842] or General/Pay Adjustment SF-50 [NOA Code 894]). Individual Occupational Requirements Office of Personnel Management (OPM) Records and Information Management Series, 0308 has NO Individual Occupational Requirements (IOR), and applicants are qualified under Group Coverage Qualification Standard for Administrative and Management Positions . Minimum Qualification Requirements In addition to the Individual Occupation Requirement (IOR), applicants must demonstrate that they meet the Minimum Qualification requirements as listed below under Specialized Experience. Specialized Experience (GS-11)To qualify, applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience that has equipped the applicant to perform at the journeyman level of this position with little to no training or supervision. The experience should demonstrate the following: Development and maintenance of records management programs and/or initiatives. Conducting research to ascertain the needs for the program. Safeguarding the security of sensitive agency data, including those related to veterans, employees, and others, against improper disposal and destruction. OR Applicants may substitute education for the experience required. To qualify at the GS-11 level, you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR Applicants may combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-09 grade level. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official college transcript with your application.
