The Records and Information Management Specialist is the overseer and subject matter expert of the facility-wide Records Management Program.

Duties

Develop and implement facility policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA) and other applicable federal laws and regulations. Coordinates records management functions with Records Management Techs, business lines, and management. Receives training, utilizes the acquired training to conduct uniform training to business lines liaisons. Conducts focused monitoring and auditing of records created by business lines. Maintains a thorough working knowledge of VA/VBA Systems of Records, VA/VBA privacy policy, FOIA, Office of mgmt and Budget, NARA, other federal laws and regulations. Develops standardized file inventory/file plan and indexing approaches, where appropriate, to simplify the use, access, and integration of information within the facility. Works to ensure facility compliance with VA/VBA policy, NARA, and other applicable federal laws and regulations for records management program, and recommends at the facility and national level Improvements in records management practices. Conducts frequent sampling and spot checks to ensure compliance with station shredding policies. Assists DRMOs/RMTs in identifying resources and responsibilities needed for adequate records management. Promotes and elevates records management practices to facility management in accordance with policy. Maintains a log of all violations to include date submitted for destruction, employee name and reason why the material was inappropriate for destruction Reports problems and deficiencies of records management to the Director for corrective action and or disciplinary action Recommends disciplinary procedures against employees for noncompliance with document retention requirements. Processes Privacy Act data requests; provides guidance and advice on Federal privacy policy, processes; evaluates confidential personal records evaluates the impact of the Privacy Act and regulations on the RO’s activities. Maintains facilities master file inventory/file plan ensuring all records, without regard to physical characteristic, are included. Collaborates with the facility COOP Coordinator (Emergency Preparedness Coordinators) and management to develop, implement, and maintain a disaster preparedness. Ensures departing employees do not remove Federal records from facility custody.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience. Time-In-Grade Restrictions Applicants who held a General Schedule (GS) position under non-temporary appointment in the competitive or excepted service in the executive branch in the past 52 weeks must also meet Time-In-Grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. To support your claim of Time-In-Grade, you must submit your most recent Appointment, Promotion, or Within Grade Increase SF-50 (do not submit an Award [NOA Code 840, 841, 842] or General/Pay Adjustment SF-50 [NOA Code 894]). Individual Occupational Requirements Office of Personnel Management (OPM) Records and Information Management Series, 0308 has NO Individual Occupational Requirements (IOR), and applicants are qualified under Group Coverage Qualification Standard for Administrative and Management Positions . Minimum Qualification Requirements In addition to the Individual Occupation Requirement (IOR), applicants must demonstrate that they meet the Minimum Qualification requirements as listed below under Specialized Experience. Specialized Experience (GS-11) To qualify, applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience that has equipped the applicant to perform at the journeyman level of this position with little to no training or supervision. The experience should demonstrate the following: Development and maintenance of records management programs and/or initiatives. Conducting research to ascertain the needs for the program. Safeguarding the security of sensitive agency data, including those related to veterans, employees, and others, against improper disposal and destruction. OR Applicants may substitute education for the experience required. To qualify at the GS-11 level, you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR Applicants may combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-09 grade level. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official college transcript with your application.
