This position serves as the Program Specialist (Training Manager) of the Nashville VA Regional Office. The Training Coordinator plays a key role in the development and maintenance of a training infrastructure for the RO by enhancing effectiveness and consistency of training initiatives, enhancing the network of training communication, reducing duplication, and enhancing economy of scale, and serving as the point of contact for nationwide training initiatives
Duties
Conducts studies to determine immediate and long-range training needs, analyzes information obtained and submits recommendations to the Director and RO managers.
Coordinates and manages the implementation, maintenance and updates of centrally developed mandatory developmental and technical training programs.
Maintains an inventory of RO training assets and advises on how those assets can be effectively used and updated to achieve training objectives.
Identifies and consolidates training needs throughout the RO, analyzes data and costs and determines RO requirements.
Provides technical support in developing the RO Annual Training Plans and reporting on implementation of the Plans.
Prepares, reviews, and/or monitors training budget(s) for the entire RO.
Prepares reports of all training planned and accomplished for the RO.
Implements, maintains and updates centrally developed training programs.
Arranges for instruction, prepares reports, and helps facilitate courses for an organization having a well defined and readily understood mission.
Acquires, provides and updates training information, training supervisors and employees to access training products, building learning plans, and running reports; managing user accounts and coordinating technical support.
Reviews, analyzes and evaluates training courses and programs at the RO level to ensure that they follow national training policy to achieve greater consistency in VBA.
Assists the Office of Employee Development and Training in the review and analysis of training programs.
Develops, updates and implements internal procedures, training plans, course material and methods, and recommends new training sources for the RO.
Conducts analytical reviews of business line performance in order to evaluate such performance in relation to VA, recommends remedial action.
Proposes and implements new or revised training and/or training procedures, work processes, or other organizational changes that improve RO training and enhance organizational performance.
Reviews, analyzes and evaluates division reports and statistical data, to include such items as workload, productivity, effectiveness, FTE and budget, to advise RO management on trends, out-of-line situations and anticipated training needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically related to the ability to advise employees, supervisors, and managers on basic training program policies, regulatory requirements and procedures, e.g. answering inquiries about training opportunities, availability and eligibility. The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of Veterans benefits, providing oversight and Lead Administrator (Domain Manager) briefings to leadership at local facility; training supervisors and employees to access training products, building learning plans, and running reports; managing user accounts and coordinating technical support. and a comprehensive and thorough knowledge of state, federal and local benefit programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds.
