The position is located at the Health Administration Service (HAS) at VA Loma Linda Healthcare System. The incumbent serves as the Lead Transportation Assistant in Mobility Management which encompasses Beneficiary Travel, VTS, Shuttle, VTS-TA and is responsible for and supports the full range of Beneficiary Travel Transportation Assistant, VTS, Shuttle, VTS-TA duties and responsibilities. The primary purpose of this position is to lead 14 Transportation Assistants and 21 Motor Vehicle Operators.
Duties
Duties include, but are not limited to:
Reviews invoices prior to processing and audit invoices paid for accurate payment.
Processes Beneficiary Travel claims, Batch Reporting, Beneficiary Travel Reviewing Batch, Scheduling Special Mode Transportation, log in to Special Mode Travel VetRide to access scheduling application.
Maintains a current knowledge of all phases of Beneficiary Travel Transportation Assistant job duties such Airline Ticket Purchasing and Scheduling, Fraud Research and Prevention, Ambulance Billing, Process for completing baggage/parking lot/per diem claim, Process for releasing personal funds (patient funds).
Reviews CPRS Special Mode Transportation consults, Bill of collect process, and any future Beneficiary Travel tasks that may be added.
Balances workload among employees in accordance with established workload and job specification.
Ensures timely accomplishment of the assigned work load and that each employee has enough available work.
Keeps in touch with the status and progress of works and makes day-to-day adjustments in accordance with established priorities.
Advises supervisor on problems that may arise, such as backlogs that cannot be disposed of promptly, abandoned phone call rate increase, and other issues in the Beneficiary Travel office that may affect the efficiency of productivity, Veterans Transport Scheduling, Shuttle issues with efficiency and/or accuracy, maintenance of vehicles, and other drive issues that may arise.
Maintains records of work accomplishments and time expended and prepares production reports when requested.
Audits beneficiary travel payments for appropriate determination of benefit eligibility, accuracy of payment amount and method of payment, potential fraudulence.
Follows up to correct errors and inconsistencies, processes bill(s) of collection and reports findings to supervisor.
Monitors beneficiary payment processing procedures and expenditures using beneficiary travel dashboard reports and data analytic tools.
Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
Provides the customer with consistent information per established policies and procedures.
Handles conflict and problems in dealing with the customer constructively and appropriately.
Engages in thorough troubleshooting of Motor Transport Vehicles to identify future safety violations and or vehicle dead lining faults to include, but not limited to, checking lubrications, checking for oil leaks, hose leaks, water leaks, air filter, tire pressure, lights, batteries and keeping the vehicle clean both inside and outside of vehicle.
Works with an automated transportation manifest (VETRI DE a GPS type device that is loaded on the vehicle) identifying the number of passengers will be recorded daily.
Educates Motor Vehicle Operators drivers on regulations and responsibilities associated with the use of a government vehicle.
Performs other duties as assigned.
Work Schedule: Monday to Friday 7:00 am to 4:30 pm depending on needs of the service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing invoices prior to processing and audit invoices paid for accurate payment. Knowledge of the beneficiary travel program. Overall planning, coordination, implementation, management, and evaluation of clinical applications of patient transportation with emphasis on improving care and safety of Veterans. Working with the VTS Supervisor, Mobility Manager, and Beneficiary Travel Supervisor for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the Veteran Transportation Services program.

Physical Requirements: No special physical exertion is required. The work is primarily sedentary though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
