The incumbent serves as a Transportation Assistant within the Fiscal Service at the VA Loma Linda Health Care System (VALLHCS). Responsibilities includes forecasting, scheduling, procedure development, process implementation, evaluation, and ongoing operational flow of the Transportation Service Program.

Duties

Duties include but are not limited to: Serves as thee system administration of the web-based employee travel package and navigate 3rd party software to assist in bookings, travel, reservations and individual schedules. Prepares request for travel advances, travel authorities, purchase airline tickets, analyze travel itineraries/tickets, prepare, audit, and process travel vouchers, clear travel advances, and analyze Transportation Management Center billing statements for accuracy. Conducts training to educate travelers, alternate preparers and approving officials on how to use the E-travel software, this training will be on-going as new and refresher training. Manages the facility travel and registration/tuition fee programs to ensure that education and program travel are conducted in an efficient and consistent manner. Coordinates regular direct contact with the FSC, US Bank (USB), the VA Central Office (VACO), the Travel Policy Team, management staff and employees of the VALLHCS, as well as all levels of staff from other VA health care facilities and outside sources. Works within the accounting system to manage obligations and payments, accounting codes and rejected documents to ensure smooth processing and accounting of all travel related activities. Coordinates with accounting to ensure all policies and procedures are considered including end of month process related to travel documents. Documents obligation/payment that reject are corrected in the next day, have correct costing, and reduce errors. Responsible for the management of Travel Card Program. Serves as the Agency Organization Program Coordinator (AOPC) for the US Bank Government Travel Card Program accounts for the (VALLHCS). Performs work in direct support of the administrative area of employee travel, travel budgeting, responding to VA Loma Linda, VISN and VACO travel-related suspense. Services throughout the organization to accommodate travelers questions related to processing, requesting, booking, training. Demonstrates excellent customer service skills, validates travel documentation/authorizations, help prepares and transfers employee travel profiles, authorizations and vouchers through the E-government Travel System (ETS) like Concur Government Edition (CGE), promotes/coordinates the issuance of US Bank Government Travel Cards, and establishes employee vendor files in the Financial Management System (FMS). Serves as the resource POC for all employees' issues involving staff travel. Work Schedule: 8:00am - 4:30pm - Monday - Friday Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and application of an extensive body of administrative management and transportation regulations and methods. Operates within the content of overall agency policies and goals. Guidelines include transportation regulations, manuals, guides, directives, Comptroller General Decisions, station directives and policies, and operating procedures. Duties involve sole responsibility for a complex ETP in a large health care system including extensive travel for employees in the outlying clinics. Work problems involve analysis of procedures to determine the most appropriate means to accomplish tasks, training needs, record keeping, reconciling, and implementing any required corrective actions to rectify identified problems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4-year course of study above high school leading to a bachelor's degree with courses related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements.
