About the Position: Incumbent serves as a Plan Formulator under direction of the Senior Project Manager for managing assigned projects of a limited scope from planning to completion. As Plan Formulator, integrates all the processes and functions involved in the project, including planning, engineering, design, construction, and other technical functions.
Duties
Manages project planning and programming with the coordination and technical management of assigned civil works projects of limited scope, from planning stages through completion of construction.
Serves as a project manager coordinating the development of project schedules, budgets, manpower needs, and milestones for assigned projects.
Makes field investigations as necessary to assure implementation of project needs.
Assures that the project studies, reports and other required data and information are being prepared on a timely basis to comply with the project needs, and that the project is technically sound.
Analyzes and discusses project needs with supervisor to assess the status of the project and to identify any problems; recommends necessary changes or alternatives to resolve problems encountered or anticipated.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year probationary period may be required.
- May be required to possess and maintain a valid State motor vehicle operator's license based on site-specific, job-related requirements.

Minimum Qualifications for GS-07:
Specialized Experience: One year of specialized experience which includes: assisting higher-graded professionals in performing work relevant to planning, design, or construction of any project (buildings, roads, bridges, site preparation, or other related work). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, biology, physical science, economics, or architecture.
OR
Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR

Minimum Qualifications for GS-09:
Specialized Experience: One year of specialized experience which includes: 1) Assisting with project schedules for assigned projects; AND 2) Monitoring the preparation of a variety of technical documents; AND 3) Assisting with the development of project schedules, budgets, manpower needs, and/or milestones. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, biology, physical science, economics, or architecture.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Minimum Qualifications for GS-11:
Specialized Experience: One year of specialized experience which includes: 1) Preparing project schedules, including network analysis schedules for assigned projects; AND 2) Monitoring the preparation of a variety of technical documents; AND 3) Coordinating the development of project schedules, budgets, manpower needs, and milestones; AND 4) Directing the preparation of all necessary budgetary data pertaining to assigned projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, biology, physical science, economics, or architecture.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-07 you must have 52 weeks at the GS-05 level. For the GS-09 you must have 52 weeks at the GS-07 level. For the GS-11 you must have 52 weeks at the GS-09 level.
With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment.
