About the Position: This is a permanent Program Manager (Civilian Harm Mitigation & Response) position located at Shaw AFB, South Carolina.
Duties
Serve as a Civilian Harm Mitigation and Response Officer for planning, organizing, and analyzing necessary policies, regulations, directives, doctrine, and procedures in support of the Civilian Harm Mitigation and Response Action Plan (CHMRAP).
Provides guidance and expertise to facilitate compliance with the congressionally mandated Security Force and Security Assistance guidelines while following the Department of Defense Security Force guidance.
The CHMRO formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of enterprise-wide training and operations.
Incumbent participates in providing both technical and administrative direction in order to plan, schedule, set and adjust short and/or long-term priorities.
Prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain a Special Sensitive/SCI clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time to include the U.S. Central Command Area of Responsibility (AOR).

Specialized Experience: One year of specialized experience which includes 1) Integrating a program into systems and activities across a security cooperation enterprise; 2) Acting as liaison for a program with other agencies and organizations; 3) Coordinating program policy development, preparation of guidance, and evaluation for effectiveness; and 4) Establishing internal systems, processes, and controls to promote inclusion of a program into organizational operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
