This position is located in the United States Department of Agriculture, Agricultural Research Service, Southern Regional Research Center in New Orleans, LA. In this position, you will be responsible for overseeing facility operations, including management and monitoring of building maintenance and repair, upkeep and oversight, security, employee safety, inspections, and other building services to provide guidance and coordination for the staff in accessing and utilizing facilities.

Duties

Addresses unscheduled repairs of equipment, systems, and buildings that may require immediate attention. Participates in planning new construction and remodeling of the facilities, ensuring compliance with safety regulations. Oversees physical plant maintenance, security systems, and operations of the facility. Monitors work order management system that allows for estimating costs, repair time, and documentation of repairs. Develops action plans in accordance with regulations such as manufacturers' recommendations and standards, National, State, Local codes, industry standards, or Good Laboratory and Biosafety practices. Conducts market research with vendors, contractors, or other service providers in developing projects.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-11 Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing daily and long-term facility operations; and managing and monitoring building maintenance or repair for office sites, laboratories, or storage buildings. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree or Successful completion of 3 full years of progressively higher-level graduate education leading to a degree in engineering, industrial arts, property management, or business administration or LL.M if related to a field of study that provided the knowledge, skills, and abilities necessary to perform the duties of the position. OR A combination of Ph.D education and specialized experience as described above GS-12 Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience partnering with management officials to rectify facility issues; managing and monitoring facility security and employee safety for office sites, laboratories, or storage buildings; and providing guidance or coordination for staff in utilizing facilities. Physical Demands Work involves extended periods of working in uncomfortable positions, such as standing, sitting, laying on back and walking. Requirements include sustained attention to detail and excellent hand/eye coordination, with high emphasis on dexterity. Equipment and systems may be located in poorly lighted and ventilated environments. Working Conditions The majority of the work is performed within the laboratories and work spaces, construction sites, warehouses, and other SRRC facilities; a portion of the work is performed in an office setting. During laboratory inspections, there is possible exposure to chemical or other biological materials that may require the wearing of personal protective equipment or clothes. Occasionally works at heights when required. Personal decontamination with appropriate chemical disinfectants and frequent showers may be required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
