The incumbent serves as a Construction Control Representative assigned to Facility Engineering - Project Section to support a fully accredited healthcare facility campus. The incumbent is a representative who supports the operations, maintenance, renovation, construction of multiple sites such as outpatient clinics as well as leased facilities operated by the assigned health care facility.

Duties

Duties include but are not limited to the following: Responsible for integrating complex medical facility designs for architectural, civil, structural, medical gas, plumbing, mechanical, electrical, communications, fire safety, security, and specialized systems (nurse call, elevators, patient safety lifts, pneumatic tube, etc.). Planning and designing in conformance with applicable codes and standards, as well as federal and state agency regulations, standards, specifications, and other criteria. Position also requires frequent interdependent modifications, adaptations, or compromises for successful integration with the existing architectural, structural, mechanical, and electrical systems and environmental conditions, diverse special equipment or functional requirements, and future long-range plans. Participates in resolving complex technical issues which integrate multi-discipline activities throughout the facility as well as with outside organizations such as the Occupational Safety and Health Administration (OSHA), Department of Labor (DoL), Environmental Protection Agency (EPA), and the State Historical Preservation Office (SHPO). Provides professional advice to peers, subordinates, and non-professional administrators or managers to direct major project execution decisions. Manages all facets of construction and leasing project management (budget, schedule, procurement, quality, and risk) for the project including planning, design, construction, occupancy, and closeout. Provides advice to improve such plans, specifications, and analyses. Employee directs necessary changes and furnishes assistance required. The employee advises subordinate personnel on methods and procedures to be used in special studies on highlycomplex projects. Responsible, as assigned, for conducting surveys and evaluations; determining engineering and construction requirements; developing preliminary plans, cost estimates, project proposals and justifications; design and preparation of architectural and engineering plans and specifications; and supervision, inspection, and acceptance of construction. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Individual Occupational Requirement (IOR): For the GS-10 Construction Control Representative, 0809 series Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. You will be rated on the following Competencies for this position: Building and ConstructionDesignProject ManagementTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Driver's License Requirement: A current valid state-issued driver's license is required. Note: We cannot accept photographs. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Work Environment: The work environment involves regular and recurring exposure to moderate risks that require normal safety precautious typical of such places as construction sites and office area. There is frequent exposure to moderate risks including, dust, noise, temperature extremes, or discomforts in storage areas, mechanical spaces, or other hazardous areas. Work involves climbing ladders and scaffolding, crawling in limited crawlspaces, walking on pitched roofs. Special safety precautious such as protective clothing and gear are necessary. Hearing protection, safety boots, hard hat, eye protection, and/or masks are issued to the employee and frequently required. The nature of the work performed by is complex and often hazardous. Hazards that the employee must be aware of and work around include asbestos, lead, falling hazardous, confined spaces, lifting equipment such as cranes, various hazards on construction sites, moving equipment, and various chemicals used in cleaning and construction.
