Duties
In this position, the incumbent works under the supervision of the Area Engineer who outlines the objectives of the work to be accomplished.
Perform duties pertaining to the Construction program, including contract administration, negotiation of modifications, review of shop drawings, contract plans and specifications, study and resolution of field problems.
Serve as Quality Assurance (QA) Lead responsible for advising, training and mentoring the Area Office QA representatives and student interns.
Initiate requests for, and follows through on, contractor shop drawings required for all construction in progress.
Coordinate review of shop drawings with Engineering Division to insure that drawings comply with the plans and specifications.
Make field investigations of assigned projects and collects data for contemplated changes in design of structures.
Maintain cordial and cooperative Government-contractor work relationships, while simultaneously adhering to established policy and contract provisions.
Review contractor quality control reports, and makes recommendations for improvements and adequacy of the reports.
Conduct crane inspections for all Area Office projects, verifying the annual inspection has been completed, inspecting rigging, critical lift plans and operator certification.
Prepare and execute a training plan for all assigned QA personnel. Act as trainer and mentor to student interns and QA Representatives in the Area Office.
Coordinate with all QA Representatives in the Area Office to ensure consistency of methods used, information sharing, workload equity and timeliness of deliverables.
Conduct inspections of all projects assigned to the area office, documenting compliance with Safety, Environmental and Quality Management requirements within the contract, EM 385-1-1,applicable regulations and deliverables from the Contractor.

Experience Requirements:

Specialized Experience: One year of specialized experience which includes meeting TWO OUT OF FOUR OF THE FOLLOWING: 1) Perform Quality Assurance (QA) surveillance of construction activities on-site to assure that the contractor is conducting quality control operations to produce work in conformance with contract plans and/or specifications; 2) Review all aspects of the construction project for technical accuracy; 3) Evaluate complex construction project issues to develop solutions and/or advise management on courses of action; and 4) Provide QA support to contractors throughout a construction project by reviewing or recommending approval of schedules, performance of inspections, and/or compiling reports on cost performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Education
