This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans.
The primary purpose of this position is to ensure that appropriate departments, agencies, and components within the federal government are appraised and engaged in analyzing pertinent information on matters of particular interest to the security of our nation.
Non-BU: This is a non-bargaining unit position.
Duties
As a Policy Analyst, GS-0301-14, your typical work assignments may include:
Develop, coordinate and evaluate identity management, verification and/or intelligence policies, particularly those utilizing biometrics. In doing so, ensure policy and program development across the Department complies with relevant guidance, laws and reporting requirements.
Work with DHS operational Components, program management offices and technical entities to align DHS capabilities to best mitigate identified threats and vulnerabilities. Assess gaps in existing capabilities and the applicability of new and emerging biometric and identity management technologies to the DHS Mission while weighing potential privacy and civil liberties consequences of their adoption.
Work with external partners, including but not limited to the National Security Council staff, the Department of State, The Department of Defense and the Federal Bureau of Investigations to promote interagency cooperation and policy alignment, where practicable, including through formal working groups and governance processes.
Appropriately gathers information from relevant DHS components (e.g., Customs & Border Protection, Immigration & Customs Enforcement, Cybersecurity and Infrastructure Security Agency, Intelligence & Analysis, Transportation Security Administration), oversight authorities, scientific and technical bodies and other authoritative sources in order to evaluate policy and programmatic options for achieving the DHS Mission.

Qualifications
Specialized Experience:
To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service, or private sector equivalent.
For this position, specialized experience is defined as having the ability to: (1) Apply knowledge of biometric identity management to current and future agency programs, (2) Analyze and evaluate major aspects of substantive, mission-oriented operations and translates that into policy recommendations, (3) Develop long-range program goals, plans, objectives, and policies, (4) Identify and develop policies that resolve problems or cope with issues that directly affect the accomplishment of the program goals and objectives, and (5) Provide policy advice to top echelon agency managers and others on policy matters.
This position has a Selective Placement Factor (SPF): A competency/KSAs or special qualification without which a candidate could not perform the duties of a position in a satisfactory manner. Selective factors are applied in addition to minimum qualifications. Applicants who do not meet a selective factor are ineligible for further consideration.
In addition to meeting the specialized experience requirements, applicants must certify their demonstrated ability to be skilled in biometric identity management and have sufficient understanding of, the applications of risks associated with, and opportunities created by biometric collection and comparison technologies.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
