This Senior Executive Service position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Response and Recovery, Recovery Directorate, Washington, D.C.
The primary purpose of this position is to serve as the Deputy Director, Public Assistance Division, responsible for the development, management, direction, and evaluation of all Division program activities.
Duties
The Deputy Director, Public Assistance Division, is responsible for the development, management, direction, and evaluation of all Division programs and activities; oversees the development and administration of policies and procedures for all assigned programs; and manages, directs, and is accountable for all work of the Division.
In addition, serves as the principal advisor to the Division Director on the development and maintenance of programs policies and procedures, and analyzes the capabilities and resources needed for pending and on-going recovery issues as they relate to the provision of the Public Assistance program. This position ensures coordination across state, local, tribal and territorial governments, federal partners, and voluntary and non-governmental organizations to support the delivery of disaster recovery assistance and services, while representing a highly visible program to the Directorate, Agency, Department, Administration, Congress, citizens, and other external stakeholders involved in disasters.
Duties include, but not limited to:
Managing the Public Assistance Program to provide supplemental Federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities, and facilities of certain private non-profit organizations.
Develops and maintains relationships with State, tribal, and local governments as well as certain private, non-profit organizations.
Provides support to FEMA's Regional Offices and disaster field offices to support the delivery of Public Assistance programs and services and enable them to succeed in carrying out the Public Assistance mission. In addition, provides leadership to Public Assistance programs and Consolidated Resource Center staff that are geographically dispersed across the country.
Responsible for the oversight, policy, procedural development, and coordination of the many provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
Analyzes and recommends changes to policies in order to increase program efficiency and responsiveness and regularly evaluates the effectiveness of Public Assistance programs and systems.
Determines staffing and disaster workforce needs, develops plans for organizational change, determines resource, facility, training, contracting and staffing requirements, and the proper allocation of resources.
Delegates authority to subordinate supervisors and holds them accountable for performance within their areas. Provides leadership in setting performance expectations for the workforce and program delivery that are commensurate with Agency and organizational strategic plan objectives and is responsible for achieving program goals and initiatives.
Develops program management plans to support multiple, simultaneous events of catastrophic size to include any necessary overhaul of the surge staffing system. Assists in the coordination of disaster recovery efforts for long-term community and economic recovery.
Assists the Division Director in assessing the impact of Administration guidance and/or new legislation on Public Assistance Programs.
Represents the Division Director on major considerations within assigned areas at meetings, briefings, hearings, and conferences with key officials within and outside DHS/FEMA, such as, members of Congress and Congressional Committees, White House and Office of Management and Budget (OMB) officials, Governers, other Government officials, and professional organizations on a national level.

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit;
Ensuring the success of one or more specific major programs or projects;
