The International Food Assistance Division of FAS is responsible for the formulation, development, and monitoring of worldwide programs under USDA food aid authorities. This position is responsible for managing program requests and the impact on USDA international school feeding food assistance program development, design, monitoring, evaluation, compliance, and reporting. This position is in the USDA South building, 1400 Independence Ave. SW, Washington, DC 20250
Duties
Investigates, researches, and analyzes costs and efficiencies in connection with the development and implementation of international food assistance programs under USDA food aid authorities.
Attends meetings in the Branch Chief’s absence with internal and external stakeholders, including USAID, the State Department, Private Voluntary Organizations (PVOs) and international organizations.
Leads in conducting analyses of financial, administrative, and/or transportation and logistical issues within food assistance programs.
Evaluates options for implementing food assistance programs and makes recommendations for implementing new financial or grants management procedures.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience with international program management to implement, coordinate, and evaluate school feeding, education, nutrition, food security and technical assistance programs.
Technical leadership, staff coordination, and consultation experience formulating guidelines, implementing new developments, and providing policy interpretation and recommendations.
Experience with international food assistance legislation, regulations, and international school feeding agreements.
Develops agreements authorizing cost-reimbursable and cooperative activities with international organizations, private volunteer organizations and other funding partners.
Coordinates research, training, planning, implementation, evaluation, and promulgation of USDA international school feeding programs.
Leads project teams in conducting of reviews of activities and programs to ensure international food assistance programs are operated in the most efficient manner and provide the best possible services.
Performs analysis, investigation, and resolution of complex, unique, and sensitive international problems and issues, and recommendation of guidance and policy.
Note: There is no education substitution for this grade level.
