About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America.

Duties

Performs duties that relate to real property accountability, real estate transactions and real property assignments. Reviews real property inventory and provides space requirements analysis services within the Army databases of record for all space requests and in support of larger real property master planning objectives. Researches information to respond to inquiries concerning real property reports, inventories, category code changes and disposals of real property assets. Assists in developing projects for acquisitions, out-granting, in-granting, utilization, disposal and contract interface actions. Provides interpretation and technical guidance regarding the different federal Real Estate Programs. Assists in completing the annual utilization surveys, and physical inventory surveys for all real property assets

Requirements

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • TDY travel is occasionally required.

Qualifications

Who May Apply: US Citizens This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes (1) Applying knowledge of real estate laws, policies, and procedures related to the acquisition and inventory of real property; (2) Conducting inspections to assure real properties are in compliance with regulations; and (3) Preparing various real property transactions/documentation such as renewal of out-grants, permits, license, leases, and easements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Real Estate Development or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
