About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Make recommendations for acquisition of real property interests in the United States Military Academy (USMA) real property inventory (lease, license, permit, or memorandum of understanding).
Manage automated and manual record and update of ingrant and outgrant instruments.
Recommend and prepare justification for planned excess actions by excess, transfer of ownership, exchange, or special legislation.
Interpret real property agreements/instruments to identify and disseminate information on grantee conditions and USMA maintenance, repair, and utility responsibilities.
Employee will identify land, buildings, and facility changes for the purpose of annotating and updating real property maps, and engineering and construction drawings.
Provide response to map updating inquiries from federal, state, and local government agencies, such as the U.S. Geological Service (USGS), Federal Emergency Management Administration (FEMA), and Orange County Emergency 911 Office.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed Tier 1 background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

GS-05:
General Experience: Three years of progressively responsible experience, one year of which was equivalent to at least the GS-04 grade level, which includes: (1) Assisting with providing administrative support to organization/office such as in a real estate or property management office; and (2) using automated software systems to perform tasks. This definition of general experience is typical of work performed at the next lower grade/level position in the Federal service (GS-04).

Education: Four year course of study leading to a bachelor's degree. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. (Note: You must attach a copy of your transcripts.)
GS-07:
Specialized Experience: One year of specialized experience which includes: (1) Maintaining real estate records/files; (2) Preparing correspondence/documents related to real estate or property management; and (3) Utilizing automated software/ systems to input or extract information/data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-05)

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Real Estate, Marketing, Business Administration, Real Estate Law or another related field of study. (Note: You must attach a copy of your transcripts.)
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Marketing, Business Administration, Real Estate Law, or Economics. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Education
Time in Grade Requirement for GS-05: Advancement to positions up to GS-5. Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
Time in Grade Requirement for GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-05).
Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).
